The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Office of Street Improvement Programs (OSIP) focuses on developing safe bicycle and pedestrian networks, pedestrian plazas and
public space through an annual program of Street Improvement Projects implemented throughout New York City.

OSIP is looking to hire a Traffic Control Inspector (TCI) - Supervisor who will report to the Director of Street Improvement Projects and predominantly perform field visits, traveling solo or as part of a team. During the SIP planning phase, the candidate will visit locations, alone or alongside a project manager, and (1) perform site surveys including measuring street and lane widths, inspecting existing infrastructure and street furniture and (2) conduct observations such as documenting pedestrian/cyclist/driver behavior, recording travel patterns, documenting parking regulations, identifying safety and mobility concerns. During the SIP implementation phase, the candidate will visit project sites independently to hang signage and inspect construction progress. The candidate will be responsible for inspecting implementation progress by comparing on-the-ground changes to engineering drawings, talking to in-house and contractor construction crews to get updates and schedules, taking photos of work-in-progress and more. The Inspector must document this information accurately and consistently and share it with the SIP Project Manager, often in real time from the field.

The Inspector-Supervisor will supervise an Inspector(s) also performing the above duties. Of key importance, the Inspector-Supervisor will be responsible for establishing program goals, instituting record-keeping methods, performance tracking and reporting, liaising with planning teams to set inspection schedules, motivating, and steadily improving performance of the inspection team. The Inspector-Supervisor must document their observations accurately and consistently. to serve various units within the division addressing many of the city’s critical initiatives such as the Vision Zero (City Hall/Mayoral Priority) initiative which depends upon comprehensive inspections to ensure health and safety protocols are followed. TPM inspectors ensure that various city mandated Street Improvement Projects are implemented and maintained safely and correctly. Duties vary depending on assignment area and can include but are not limited to; conducting field investigations and reports, creating bills for contractors, reviewing and approving contractor work orders, inspecting and measuring completed work, completing pre/post-inspection of locations, confirm elements were installed as per the approved design, create work orders ensuring compliance with established standards and specifications. supervise contractors doing installations and implementations, and completing other studies as deemed necessary by the units.

Preferred Skills:
Experience as a field employee, leadership experience, and proficiency in MS Word, Excel, PowerPoint are preferred. Ability to read engineering drawings is a plus. Supervisory experience helpful.

Note: Less than 2 yrs. City Service - New Hire Rate: $60,587 2 or more yrs. City service - Minimum Incumbent Rate: $69,675.

Minimum Qualifications

1. A four year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization, and two years of full time satisfactory experience in vehicular traffic regulation and control or in conducting traffic studies; or
2. An Associate of Applied Science degree from an accredited college or university with a major in engineering technology, urban studies, urban planning, mathematics or another
closely related field; or
3. A four year high school diploma or its educational equivalent and a satisfactory combination of experience and/or college education that is equivalent to that described in "1" or "2" above. College credits obtained from an accredited college may be substituted at the rate of 30 semester credits for one year of full time experience. However, for every 30 semester credits that are substituted for one year of full time experience, at least 6 of the 30 semester credits must be in engineering technology, urban studies, urban planning, mathematics or other closely related field.

License Requirements
Must possess a motor vehicle driver license, valid in the State of New York. This license must be maintained for the duration of employment.

Requirements for Assignment Level II
To be considered for assignment to Assignment Level II, candidates must have, in addition to meeting the Qualification Requirements above: one additional year of fulltime satisfactory experience working in Assignment Level I; or one additional year of
full time satisfactory experience as described in "1" above for a total of three years of experience. Such experience must include supervising the regulation of vehicular traffic or the conduct of traffic studies.

Requirements for Assignment Level III
To be considered for assignment to Assignment Level III candidates must have, in addition to meeting the Qualification Requirements above: two additional years of
full time satisfactory experience working in Assignment Levels I and II for a total of four years of experience; or two additional years of full time satisfactory experience as described in "1" above, at least one of which must have been in supervising vehicular traffic regulation and control or in conducting traffic studies.
