Under the supervision of the Director of Business Process Optimization in NYCHA’s Supply Management Procurement (SMP) department, the Strategic Sourcing Director will analyze and direct procurement expenditures, playing a critical role in advising on NYCHA Operations departmental contract portfolio. They will source strategic supply partners and service providers, develop sourcing policies, and create cost estimates and forecasts. They will also negotiate fair and cost-effective contracts. Responsibilities include but will not be limited to the following:
- Systematic review of purchase data to identify and analyze various patterns or trends, spanning vendors, commodities, locations, timeframes, and other factors, with an initial emphasis on
micro purchases under $10,000.
- Develop sourcing policies, create accurate forecasts, and increase transparency in supply contracts.
- Coordinate with departmental program and contract managers to execute the strategic sourcing program to drive scale, cost optimization, and innovation.
- Develop and implement a strategic sourcing process for vendors, which includes both consolidating spend where warranted to optimize NYCHA’s purchasing power, and increasing the pool of
vendors where needed to increase organizational flexibility, to better serve to NYCHA residents.
- Evaluate, select and manage vendor partnerships. Make use of these relationships, along with data analytics, to solve problems and achieve business goals.
- Develop a robust procurement analytics process which leverages market, supplier, product, and historical consumption data and analyses to drive continuous improvement and identify
opportunities for cost reduction, while simultaneously prioritizing NYCHA’s sustainability goals.
- Coordinate with Procurement department analysts to support the end-to-end strategic sourcing process for top NYCHA categories.
- Oversee and develop a comprehensive supplier and contract management processes to promote departmental and supplier involvement and accountability.
- Develop a culture of continuous improvement through effective project management, use of data and analytics, and by identifying new capabilities and processes that drive efficiency and
improve value.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
1. Knowledge of and professional experience in governmental procurement. 2. Familiarity with public works, supply chain and the facilities maintenance and construction industries. 3. Strong experience performing data analysis including the ability to extract, transform, summarize, and analyze data. 4. Excellent communication skills (writing and verbal) ability to produce and conduct presentations. 5. Advanced proficiency in Microsoft Office applications (e.g., Excel, Word, and PowerPoint), and Adobe Acrobat. 6. Knowledge of vendor diversity programs such as the City’s Minority and Women-owned Business Enterprise (M/WBE) program. 7. Experience supporting an executive-level team. 8. Ability to organize and manage multiple projects and timelines. 9. Strategic thinker and ability to communicate effectively to various stakeholders.
