The Office of Human Resources is a critical component in managing the agency’s most valuable resources, our employees. As a gateway for thousands of current and prospective employees, the Office of Human Resources offers a variety of recruitment support functions, training and development opportunities. In addition, the Office of Human Resources is also the primary resource for payroll management, employment services, civil service support, and application processing and facilitating the onboarding process across 18 different divisions. The Office of Human Resources also works in partnership with ACS program areas and divisions to provide initiatives and services that nurture and develop an environment of employee empowerment, advocacy, and involvement in the organization while attracting and cultivating a diverse dynamic workforce.
The Office of Human Resources is seeking a qualified candidate to serve as a Staffing Specialist within the Staffing Management Unit. The Staffing Management Unit is responsible for the implementation and processing of all Personnel Action Requests (PARs) within the agency and is the first line of contact in the recruitment life cycle.
The Staffing Specialist will be responsible for the following duties:
- Conduct day-to-day recruiting activities to fill requisitions for all agency vacancies
- Provide strategic and operational human resources advisement and support to assigned divisions
- Manage the administration of internal and external hiring by processing promotions, salary adjustments, title changes and provisional status changes for agency staff
- Evaluate and ensure accuracy of all required titles, salaries, justifications, qualifications, proper coding and inform supervisor of discrepancies.
- Work closely with divisional liaisons to assess needs to fill positions and provide support by drafting and/or revising job descriptions
- Maintain ACS SharePoint database that records all personnel action requests (PARs) for each division within the agency
- Perform New York City Automated Payroll System (NYCAPS) entries which include creating and entering vacancies/job offers, in addition to, following up on all PARS submitted for oversight approvals
- Review resumes and ensure that applicants meet the minimum qualification requirements for the specific civil service title
- Utilize title specifications to review title classification requests and make accurate recommendations to program areas
- Coordinate release requests by liaising with internal and external stakeholders for both incoming and outgoing staff
- Manage internal and external Personnel Action Request (PAR) reports to track outcomes, in addition to, completing data entry for internal Human Resources’ Master Tracker
- Advise on appropriate advertisement sources that can generate targeted applicant pool for job vacancy notices
- Liaise with internal and external stakeholders which may include Agency Chief of Staff, Divisional Liaisons, NYCAPS, DCAS, Office of Management and Budget, etc.
- Generate reports using SharePoint, NYCAPS, CHRMS, PMS etc.
- Conduct agency terminations for provisional and probationary staff.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Intermediate Proficiency with Microsoft Office Suite (PowerPoint in addition to Word, Excel, Outlook, Visio, OneDrive, and Teams). - A high degree of professionalism and discretion, with the ability to maintain complete confidentiality of extremely sensitive, proprietary information. - Strong research, communication, and problem-solving skills. - Demonstrated ability to make sound decisions and balance multiple critical priorities. - Ability to manage multiple projects with various deadlines concurrently. - Ability to work with varied teams and personalities. - Ability to complete and prioritize work with little supervision.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
