The New York City Department of Citywide Administrative Services (DCAS), Human Capital Line of Service, Bureau of Examinations performs responsible work in the establishment of qualifications for civil service positions, as well as in the development, validation, rating and administration of competitive civil service examinations, and certification of lists of eligible applicants.

The Classification and Compensation (C&C) Unit is responsible for the title portfolio of the Classified Service of the City of New York, creates and modifies civil service titles, including the description of essential duties and qualification requirements to perform essential work functions in all City agencies, and advises and liaises with all City agencies concerning classification and compensation issues.

In addition, the C&C Unit is responsible for preparing proposals to classify titles in the exempt, non-competitive and labor classes for submission to New York State Civil Service Commission (NYSCSC) for approval; works with City agencies to develop strong NYSCSC proposals which culminate in a public hearing; prepares classification studies on a regular and special assignment basis; sets appropriate salaries and compensation packages in coordination with oversight partners; liaise with oversight partners regarding out-of-title work complaints, labor contracts, and other statutory issues, and conducts field observations and job analyses to keep title specifications current.

Responsibilities:

- Preparing classification studies on a regular and special assignment basis.
- Classifying and reclassifying of titles.
- Providing expert assistance to City agencies and others on classification and compensation matters.
- Creating and modifying City job titles, including the description of essential duties, qualification requirements and appropriate salaries and compensation packages in coordination with
oversights and partners.
- Conducting field observations and job analysis.
- Reviewing classification proposals to the NYS Civil Service Commission.
- Perform special projects as requested.


Minimum Qualifications

A baccalaureate degree from an accredited college.

- Excellent and effective communication skills (written and oral), including the ability to understand and be understood in English. - Able to provide excellent customer service to agency partners and others. - Able to analyze problems and handle potentially difficult situations. - Comfortable working in a fast paced and dynamic atmosphere, handling multiple activities at a time. - Able to adhere to deadlines. - Able to work well independently and within a team. - Strong computer skills, including experience with the Microsoft Office Suite. - Must possess strong attention to details.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
