JOB DESCRIPTION:

The mission of the New York Police Department is to enhance the quality of life in our City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between people and its police, and by pioneering strategic innovation.

The Grants Unit within the Budget Management Division, Office of the Deputy Commissioner, Management & Budget seeks a grant manager that would be responsible for managing grant programs administered by the Department of Homeland Security in addition to other grants from various entities including but not limited to the Department of Homeland Security and Emergency Services (DHSES), NYS Department of Transportation, Port Security Grant Program, NY Legislative Grants, etc.

The Staff Analyst will be working in collaboration with assigned commands in the development and submission of grant applications and budgets, budget modifications/ reallocations, grant extensions, billings and all other fiscal and programmatic reporting requirements. This staff member will also be reviewing audit proposals and supporting documentation, attending meetings on and off-site as required, and performing various budget analyses.

The ideal candidate will have a knowledge of City, State, and Federal rules governing fiscal and programmatic reporting for DHS grants.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.


Preferred Skills

Preferred skills include: 1) Prior experience in grant writing/ management, project management, accounting, procurement, and/ or budgeting 2) Proficiency with New York City financial systems (FMS) and web-based reporting systems, such as CHRMS, CRYSTAL, etc. 3) Excellent writing skills and high level of proficiency with Microsoft Excel and maintaining financial spreadsheets 4) Analytical skills to prepare spreadsheets in determining projection of expenses, and calculating end of year reconciliations, a plus

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
