The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 325 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.

NYCHA’s Pest Management department oversees all extermination operations NYCHA-wide. Within this department, there is a 5-person program manager team in charge of data analytics, onboarding support, the resident ambassador program, neighborhood rat reduction program, end of year reporting, and IT projects.

Reporting to the Program Management Administrator, the Program Manager is responsible for supporting various projects such as tracking Integrated Pest Management metrics, response time data and adherence to the Pest Management standard operating procedure.

The responsibilities include but are not limited to the following:

- Draft project plans, charters, as well as identify and monitor the execution of key deliverables.
- Develop quantitative metrics and reporting on department performance.
- Analyze excel data and trends, make recommendations on program performance.
- Assist with new program change management.
- Assist with identifying and coordinating training and certification needs.
- Escalate issues that are impacting project execution.
- Prepare documents and PowerPoint presentations, including end of year reporting, for different levels of stakeholders.
- Update bi-weekly meeting prep materials, including gathering information from different subject matter experts, preparing graphs and charts, and sending the presentations out.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.


Preferred Skills

1. A master’s degree in the fields of public administration, business management, environmental planning, or a related field preferred. 2. At least one year of experience in project and/or program management. 3. Demonstrated ability to successfully carry out multiple assignments, meeting critical deadlines and timeframes. - Ability to communicate expertly and clearly, both written and verbal, to a wide range of stakeholders. - Strong interpersonal skills and ability to interface with all levels of staff and external stakeholders. - Strong analytical skills. 4. Data Management skills including cleaning, aggregating, and manipulating large data sets. 5. Proficiency in Microsoft Office- Excel, Outlook, PowerPoint and Word
