The Permits and Customer Service Group (PCS) seeks to hire a Staff Analyst, Level 2 to work in the Data Analysis and Reporting unit. The selected candidate will be responsible for the maintenance of data sets required to monitor and report on more than 120,000 permits issued throughout 15 different permit categories.
The task for this position includes, but are not limited to the following:
- Utilize existing databases to create reports and run various queries on permit production.
- Monitor, review, and update website content, as well as interact with the DOT Open Data unit to ensure accuracy of information presented to the public.
- Compile and distribute comprehensive reports to the City Council to maintain compliance with Local Laws 3, 4, 5 and 9.
- Interface with the Department of Finance (DOF) to monitor violations issued to vehicles that have active DOT issued permits.
- Devise and maintain an active, real-time database of all permit misuse and fraudulent use violations issued to vehicles and vehicle operators throughout all City agencies and non-profit organizations in NYC.
- Analyze and interpret the data captured in the database to devise strategic methods of outreach to NYC agencies and Non-Profit organizations regarding infractions.
- Initiate the revocation process for agencies with vehicles receiving more than 3 infractions.
- Respond to any inquiries and follow-up requests City Hall may have, and perform various special projects and miscellaneous tasks, as needed.
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
- Proficiency in the use of Microsoft Excel, Word, and Access. - Excellent verbal and written communication skills. - Ability to multi-task and quickly respond to issues.
