Job Description:
DCAS Human Capital’s Bureau of Examinations (Exams), performs responsible work in the establishment of qualifications for civil service positions, as well as in the development, validation, rating and administration of competitive civil service examinations, and certification of lists of eligible applicants. The ACES team within the Bureau of Exams is comprised of the Application Processing Unit, the Test Administration Unit, the five Computer-based Testing & Applications Centers (CTACs) in each of the five boroughs of New York City, and the Long Island City testing facility where the physical tests for Sanitation Worker and Firefighter are conducted.

The ACES Unit is responsible for uploading and maintaining the annual exam schedule within the Online Application System (OASys) including test parts, test dates, and locations for testing. The Unit works with the other units of the Bureau of Examinations and DCAS IT to review general content and format of tests to determine best method for administration of the tests, and to set parameters for and help determine scheduling/rescheduling availability for test sessions.

The Test Administration Unit within the Bureau of Examinations is seeking to appoint one Staff Analyst, Level 01 who will be responsible for, but not limited to, performing the following tasks:

- Review requests and electronically input documents submitted by applicants for special testing accommodations or make-up tests for completeness and communicates with applicants regarding the determination of their requests
- Ensure special testing accommodations are produced and tests are timely to candidates based on their documented needs in accordance with DCAS’ rules and regulations that include the General Examination Regulations, Special Circumstances Guide, Notice of Examination, and relevant ADA requirements for compliance with the DCAS Alternate Exam guidelines
- Enter, update, gather and retrieve test information from computer terminal using DCAS systems, the Testing Accommodations database, and spreadsheets, to prepare and communicate (verbal or written) information gathered for responses and reports such as Key Performance Indicators (KPIs) and the Bi-Weekly report; ensures that information conveyed is accurate, clear, and responsive; and that responses are appropriate, courteous, thorough, and completed in a timely manner
- Perform related duties

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
