The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14 wastewater treatment plants, sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels.
Job Tasks/Duties:
1. Reviews Micro Purchase Orders, Requirement Contract Orders, NCSP orders, Sole Source orders, and BID Orders; processes Punchout purchase orders utilizing FMS and vendors’ websites. Provides guidance to Requesters and Receivers when required.
2. Uses Financial Management System (FMS) to process all data and address queries. Processes DCAS Purchase orders online through DMMS and/or PASSPort. Provides assistance in managing pre-solicitation review activities, evaluating solicitation documents in timely manner and are in compliance with PPB regulations.
3. Task: Enters, Tracks and monitors receiving reports for various locations in the OTPS tracking system. Monitors small purchases and citywide requirement contracts through completion. Ensures compliance with DEP's policies regarding achieving the MWBE goals.
4. Tracks the fuel oil deliveries, communicate with vendors, accounting, and Operations for receiving report and delivery ticket to verify all information is accurate.
5. Assists on capital small purchase orders closure processes. Files all required and supporting documents to the Fixed Assets Office.
6. Assist to prepare budget planning on Small Purchase for BWT. Assist to prepare spending plans for Operations and BWT offices; Processes monthly personal expense requests for reimbursement. Collects, analyzes, and maintains Bureau lmprest and prepare reports; maintains complete records of invoices.
7. Become familiar with and comply with applicable Environmental Health & Safety (EH&S) laws and regulations, and DEP’s EH&S policies and procedures as set out in the Employee EH&S Handbook.
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
1. Experience with Excel & MS Word, Financial Management System (FMS), PACT, PASSPort 2. Ability to write, review and edit report. 3. Ability to perform arithmetic calculations. 4. Ability to collect and analyze data on spreadsheets.
