The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees and visitors. The successful candidate will serve as a Staff Analyst reporting to the Management and Budget division. Under general supervision, with latitude for independent initiative and judgment, the Staff Analyst will perform professional or administrative work of difficulty and responsibility in the preparation and administration of agency budgets and the conduct of economic research and studies; in the preparation and conduct of administrative, procedural and operational studies and analyses concerning the agency’s organization and operations, and in personnel administration; utilize computer systems and software in the performance of these duties; may supervise and train staff.
Responsibilities may include but not limited to:
Preparation and administration of agency budgets, economic research and studies: prepares fiscal requests and staffing proposals, using statistical analyses and cost effectiveness techniques to make recommendations; prepares analyses of program expenditure options; monitors expenditures; assists in the preparation of monthly and cumulative expenditure and revenue reports; collects, organizes, analyzes, interprets and presents data relative to fiscal issues.
Procedural and operational studies and analyses and studies: prepares and conducts management, administrative, procedural and operational analyses including the evaluation of organizational structures, policies, programs, projects, procedures and operations, using quantitative analysis, cost analysis and other research techniques; prepares comprehensive reports of findings with recommendations for improved efficiency; prepares periodic reports on agency programs.
Personnel administration: plans and coordinates agency personnel activities, including personnel relations, performance evaluation, workforce planning, EEO programs, staff development, labor relations and other related activities; plans, develops, implements and participates in recruitment, hiring and employment activities; collects and analyzes data related to personnel management and staffing and makes recommendations as required.
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
The preferred candidate should possess the following: - A Bachelor's degree in a related field - Detail oriented and self-motivated - Strong knowledge of Microsoft Office Excel, Access, Word, Database and Power Point - Excellent analytical skills along with strong verbal and written communications skills - Ability to handle multiple tasks under tight deadlines - Expected to be a team player and assist other members of the staff when needed.
