The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Office of Strategy, Innovation and Planning (SIP) guides strategy, capacity building, systems design, and reform across ACS. As a support unit, the office is committed to collaborative practice designed around the principles of community engagement, transparency, and cultural humility. The primary functions of the team include policy and data analysis; strategy development; design and innovation; program management and implementation support; participatory research and design; continuous quality improvement and sustainability. The office’s work promotes openness and partnership across ACS’s divisions and supports self-determination of all stakeholders, especially the children and families being served. The team brings a racial equity and social justice lens and a systems orientation to its work. The team is recruiting a new member who is excited to do this work and energized to make positive change for the children and families of New York City.

Reporting to the Director of Strategy, Innovation and Planning, the Senior Planning Manager will provide administrative and project management support for strategy and systems change efforts across ACS. This position will work with leadership across ACS divisions and with key external stakeholders to ensure collaboration and continuity during reform and improvement efforts and implementation of new initiatives.

The Senior Planning Manager will be responsible for managing teams tasked with various analyses and participatory design efforts to inform and sustain systems change across the child welfare sector. The Senior Planning Manager will also support cross-disciplinary teams in the design, implementation and improvement of key initiatives and will ensure collaboration and continuity throughout implementation. This leadership position requires flexibility, creativity and an understanding of the connection between policy and practice.

Responsibilities of this position include:
- Manage project teams and guide strategic planning and systems improvement efforts to support timely achievement of objectives
- Conduct research and analysis to support continuous improvement in systems design and functioning and the use of data to drive quality decision-making
- Produce and/or edit high-quality reports, narratives and presentations, suitable for executive audiences and stakeholders, that document and synthesize project progress, outcomes, and findings
- Participate in regularly scheduled meetings regarding key child welfare system initiatives to assure high-quality implementation and sustainability
- Collaboratively lead meetings with senior ACS leadership, as required and necessary to fulfill the functions of this position
- Work closely and collaboratively with various ACS divisions to carry out the Office’s projects and initiatives, monitor implementation and provide needed support
- Participate in ongoing professional development

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

The preferred candidate would be motivated and self-directed, with a commitment to high-quality work and excellent attention to detail. The candidate should possess the ability to work on multiple projects effectively and efficiently, both independently under supervision and collaboratively within a team. Additionally, the preferred candidate would possess excellent oral and written communication skills, community engagement skills, and strong organizational skills. Preference will be given to candidates with experience conducting qualitative and quantitative analysis and process evaluations. The preferred candidate should have proficiency in computer applications such as Word, PowerPoint and Excel and online survey tools such as SurveyMonkey. Strong interpersonal skills and a commitment to a collegial workplace are required. Candidates with expertise in visual communication design and data visualization are encouraged to apply.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
