The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families through community-based programming and preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYC’s early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The ACS Division of Policy, Planning & Measurement (PPM) supports the ACS program divisions with research and data analytics; quality assurance and continuous quality improvement; policy and program development; project management; workforce training and professional development; and contract management. Reporting to the Director of Contract Management in Policy, Planning and Measurement (PPM) Office of Policy, Contracts and Development the Contract Senior Advisor, will have latitude to exercise independent action and decision making, the position will be responsible for:
- Support the divisions work as well as internal and external stakeholders in contract management activities and associated initiatives as identified by the Director of Contract Management as well as division leadership.
- Participate in or lead cross-divisional planning or informational sessions and provide feedback.
-Support and or develop contract management project implementation strategies.
- Provide supervisory coverage for the Director of Contract Management and support the training needs of contract management staff as well as internal and external stakeholders.
- Oversee the day-to-day performance of employees.
- Monitor, revise, and maintain contract management policies, processes, and tools.
-Ensure Division compliance with contract management policies and procedures via established quality reviews.
- Respond to questions from internal and external stakeholders regarding contracts.
-Complete or assist in the completion of financial action request forms.
- Create, maintain, and disseminate analytic reports regarding ACS contracted services.
-Work in collaboration with other divisions within ACS to support the contracting process for new and existing programs.
- Manage a portfolio of foster care and Preventive contracts.
- Maintain a centralized document repository for foster care and preventive services monitoring reports.
- Provide ongoing technical support to contracted executive and fiscal officers by responding to budgetary and contractual inquiries.
-Draft letters and other correspondence related to contracts.
-Responsible for review and approval of provider invoices and budgets in collaboration with the program area.
- Support the Director in the Management of contract management governance communications and external relations with vendors.
- Facilitate availability and access to the systems and technology that support contract management.
- Monitor daily registration logs and maintain financial action request tracker.
- Participate in other relatable contract management functions.

1. A master’s degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. At least one year of this experience must have been in a supervisory, administrative, managerial or consultative capacity or related area; or
A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.
2. A baccalaureate degree from an accredited college or university in one of the fields listed in "1" above and three years of the full-time satisfactory professional experience described in "1" above, including at least one year of experience in a supervisory, administrative, managerial or consultative capacity or related area.
A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.
- Knowledge of the City’s contracting process, and the City’s Procurement Policy Board Rules (PPBR). - Superior analytical and project management skills for planning, designing, documenting, communicating, and following up. - Strong interpersonal, communication, and writing skills. - Proficient in Excel and Microsoft Office Suite
