The Bureau of Human Resources and Labor Relations would like to post for a permanent Administrative Manager NM I to function as the Senior Compliance Manager within the Compliance Unit. The Compliance Unit is directly responsible for ensuring candidates for hire and employees of the Agency meet the required qualifications for their employment, adhere to internal and oversight policies and procedures, in addition to, Mayoral directives and any state and federal laws, rules and regulations.

The Compliance Unit supports the needs of the Agency comprised of 19 divisions and 73 Bureaus. The Unit processes and conducts background investigations for 100 plus personnel actions consisting of new hires, promotions, reassignments, civil service appointments, pick up and transfers. The Unit is also responsible for managing the issuance of agency IDs, and official badges, and conducting exit consultations for all departing staff. We track and conduct internal NYC residency audits to ensure employees are in compliance with the NYC Residency requirement. We track over 3,000 professional licenses held by Agency employees who require them to carry out their job responsibilities. We process requests for name changes and ensure that we request and verify the supporting documentation. Similarly, we process preferred name change requests and requests for change of address. We initiate DOI referrals and preform follow-up based on DOI findings. We provide support during career fairs and hiring events to expedite the onboarding process. We ensure that all agency staff including non-city employees assigned to work in the Article 28 facilities and the Article 36 Nurse Family Partnership Program are re-credentialed every 2 years as required by the State and staff are not excluded from Medicaid/Medicare or third-party insurances payment services.
Duties will include but not be limited to:
- Managing staff responsible for ensuring compliance of Mayoral Directives and/or State and Federal laws or regulations pertaining to NYS licensure/certification and immigration matters.
- Responsible for assigning compliance tracking assignments to staff and managing the day-to-day activities tracking compliance of NYC residency requirement, College Aide/Intern tenure, licensure/certification and NYS registration, DOI referrals and notarization of DOI documentation, processing of requests for name/address changes, scheduling medical appointment for Article28/36 staff for medical clearance.
- Developing and recommending risk management strategies.
- Conducting periodic internal reviews of the compliance process and conducting internal compliance audits.
- Analyzing, evaluating and measuring internal compliance tracking processes and systems and finding creative solutions for better efficiency and compliance with regulations and/or laws and standards.
- Generating compliance monthly reports to evaluate and measure success and/or risk factors and recommend solutions.
- Leading and presenting at meetings any issues related to compliance monitoring that can potentially impact to the Agency as a whole.
- Keeping abreast and communicating any changes made to City, State and/or Federal laws pertaining to licensure and/or NYC residency compliance.
- Advising or escalating any issues or risk factors of non-compliant staff to the Senior Director and Director for resolutions or corrective action.
- Processing and clearing executive and priority hires.
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
