The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, quality affordable, care.

The Division of Youth and Family Justice (DYFJ); within the Division of Administration for Children Services is responsible for the oversight and management of secure and non-secure detention services for juveniles and young adults awaiting disposition in family and supreme courts, as well as a wide network of networks of providers throughout the five boroughs that operate placement sites for young people who are adjudicated delinquent and are placed by the New York City Family Court as part of the Close to Home initiative. In addition, the Division oversees community-based delinquency prevention and alternative to placement programs for youth involved in, or at risk for involvement in, the juvenile justice system.

Under general supervision, Special Officers perform security and other related duties in an assigned Secure Detention facility to ensure the proper care, safety, and security of the residents. The selected candidate will be responsible for work related to the security, safety, loss prevention, operation of mechanical doors, monitoring CCTV, and other related duties. Some of the physical activities that may be performed by Special Officer and environmental conditions experienced are:

- Conduct perimeter and vertical patrols; walking and/or standing as assigned.
- Drive or sit in an agency vehicle during a tour while remaining alert.
- Perform agency-approved restraint techniques; climb stairs; use handcuffs; screen and search employees and visitors; use hand wand; monitor line scanner and walk-through body scanner.
- Remain physically active for prolonged periods of time.
- Process arrests.
- Issue and retrieve agency-issued equipment; transmit and communicate via the use of hand-held radios; screen calls; wear uniform and related equipment.
- Special Officer must: attend and pass Peace Officer training as a condition of employment.
- Attend, participate, and pass Safe Crisis Management training including the use of emergency safety physical interventions as a condition of employment.
- Attend mandated training as scheduled.
- Secure facility issued keys, radios, and agency issued equipment; and operate a motor vehicle as necessary.


Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization; and
2. Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
