The New York City Department of Citywide Administrative Services (DCAS), Human Capital Line of Service, Bureau of Examinations, performs responsible work in the establishment of qualifications for civil service positions, as well as in the development, validation, rating and administration of competitive civil service examinations, and certification of lists of eligible applicants.
The Bureau of Examinations, seeks to appoint a Special Military Liaison who will be responsible for, but not limited to the following tasks:
- Ensuring that communication with agencies is prompt and accurate, summarizing deficiencies and assisting agencies with corrective or remedial actions until resolved.
- Research information for correspondences regarding Special Military Rights. Prepare written response for eligible, legal, and related agencies.
- Entering information into various databases, maintaining the special military lists, and to ensure entries are timely, complete, accurate, and up to date.
- Conducting reviews of civil service employment history and payroll related research, including computations of service time and performance credits.
- Work with agencies and DCAS partners to ensure the lists are created, processed, and appointed appropriately.
- Assisting candidates with status and awareness of rights, processes, and procedures.
- Working with General Counsel to keep up to date with understanding and interpretation of related laws.
- Data Entry into WebConnect and other systems, reviewing and understanding candidate history to accurately relay the related information in the form of a legal document.
- Documenting and creating Standardized Process for all related aspects of Special Military and the related research.
- Assisting the Supervisor of the Customer Service Unit with Citywide Hiring Pools, Special Military training, and working on special projects, as needed.
- Assisting our Customer Service Units with tasks related to resolving customer inquiries, list restorations, and the use of the Interactive Voice Response database to assist customers.
- Participate in work groups with our agency’s IT partners
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
- Experience working on large scale projects as well as handling day-to-day operational requests from the business - Exceptional project management, organizational, analytical, quantitative, and qualitative skills - Excellent verbal and written communications skills, with the ability to represent DCAS internally and externally - Proven experience utilizing data to define and achieve outcomes - Experience mentoring and leading others, developing individual’s skills, while encouraging collaboration and cohesive teamwork - Strong relationship building skills & communication skills - Creative and strategic thinker proven leadership abilities - Ability to work independently and as part of a team - Experience working in New York City government a plus
