Job Description
The Human Capital line of service consists of nearly 300 employees throughout 4 distinct bureaus. The Exams bureau develops, validates, administers and rates civil service exams and establishes, certifies and maintains civil service lists; Civil Service Administration processes civil service transactions, audits appointments and promotions, investigates applicants and responds to claims for unemployment insurance benefits; Workforce Operations publishes the annual Workforce Profile Report, provides monitoring and reporting for Long Beach compliance and evaluates and administers Citywide policies and procedures, and offers relevant and timely learning and development opportunities to employees of the City; and NYCAPS Central oversees human resources transactions for over 300,000 employees Citywide.

The HC Executive Office seeks to hire a Special Examiner to serve as a Civil Service Compliance Administrator. The Special Examiner will report directly to the Deputy Commissioner for Human Capital and will be expected to lead and manage the City’s provisional compliance efforts.

This position will work closely with city agencies and will oversee and manage the implementation of guidelines, policies, and procedures, ensuring that all provisional appointments align with established compliance standards, as outlined is New York State Civil Service Law, Section 65.

Responsibilities:
- Work closely with Agency Personnel Officers and other key stakeholders to address and resolve provisional compliance issues.
- Provide guidance and support to departments in understanding and implementing civil service requirements.
- Develop and implement systems to monitor and track compliance.
- Review pending personnel actions and promotions to ensure compliance with civil service standards.
- Generate compliance reports and communicate findings to relevant stakeholders.
- Assist with special projects as needed.


Minimum Qualifications

1. Education and/or experience appropriate to qualify for the specific assignment.


Preferred Skills

- Knowledge of Civil Service Law, Personnel Rules and Regulations, and agency procedures. - Ability to work with minimum supervision. - Comfortable working in a fast-paced and dynamic work atmosphere to be able to successfully handle multiple activities. - Able to compile, prepare and analyze reports using electronic databases - Able to work well within a team, meet deadlines, analyze problems and handle potentially difficult situations.
