Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The New York Police Department’s (NYPD) Strategic Initiatives Bureau (SIB) seeks a skilled, mission-driven professional to support the Deputy Commissioner, Strategic Initiatives (DCSI) in shaping, evaluating, researching, and redesigning major agency initiatives from concept through implementation. The Special Advisor to the DCSI will serve as a trusted strategic partner, providing high-level analysis, coordination, and insight.

Acting as a key liaison between the Bureau and senior internal and external stakeholders, the Special Advisor will provide leadership and general direction to agency personnel in planning, conducting, and coordinating specific research projects. The Special Advisor will carry out necessary activities to develop effective coordination between the research efforts of the agency and other research projects. Additional responsibilities will include the capacity to gather, analyze, and synthesize qualitative and quantitative data to produce clear policy briefs and presentations for senior decision-makers. Working collaboratively with NYPD Executives, they will conduct current-state assessments, comparative research, impact analyses and will select broad scientific approaches to research topics. The role also includes developing and maintaining communications to support the Deputy Commissioner and sustain critical relationships across New York City government, as well as contributing to special projects, meetings, research development, and other high-priority initiatives as needed.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

The ideal candidate will demonstrate the following: - Strong analytical, administrative, organizational, and communication skills, with the ability to engage effectively and independently with executive-level stakeholders - Proven ability to quickly synthesize complex information and convey it clearly and concisely - Familiarity with public-sector operations, preferably within New York City, as well as experience in law enforcement or large, complex government environments
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
