New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM), Information Technology (IT), Support Services and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies into daily operations to meet agency objectives and goals.
The Human Capital Management (HCM) team coordinates all aspects of employee relations and organizational culture, which includes but is not limited to the areas of talent management, employee relations, payroll and timekeeping, benefits, HRIS and analytics, HR compliance, change management, organizational and performance management.
The Special Advisor, Human Capital Management will act as a strategist and thought partner to the Chief Human Capital Officer in human capital strategy decisions and initiatives, and will be primarily responsible for driving and executing program implementation. The Special Advisor will lead in the areas of organizational development, organizational and performance management, employee relations, talent management, change management, HR compliance, and HRIS and analytics.
Under the direction of the Chief Human Capital Officer, the Special Advisor will:
- Partner with the Chief Human Capital Officer to promote employee-centered initiatives that foster an equitable and inclusive environment.
- Collaborate in the development of HR plans and strategies to support the achievement of the overall business operations objectives, and lead on the implementation of these strategies.
- Function as a strategic business advisor to the executive/ senior management of each unit regarding key organizational and management issues.
- Coach and counsel managers and employees on all areas of performance management, work productivity, and organizational structure.
- Facilitate, support, and advise on improvement of the annual employee performance cycle, goal development and tracking, and other HR processes.
- Collaborate with other units to design and launch a comprehensive and integrated onboarding program for the agency.
- Develop comprehensive strategic recruiting and retention plans to meet the human capital strategic goals.
- Develop a communication plan for the implementation of large-scale policy and process changes; develop and manage content for a policy library and information-sharing SharePoint.
- Lead the HCM continuity of operations plan, including enhancing documented standard operating procedures.
- Advise on streamlining and improving HCM processes and operations.
- Performs other duties as required.
*PLEASE NOTE THE FOLLOWING:
o The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.
o This position will be eligible for limited remote work; the selected candidate will be required to be present in a NYCEM location a minimum of three days per week.
o This position is grant funded through 8/24/2024 with the possibility of an extension.

1 . A four-year high school diploma or its educational equivalent and eight years satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police services, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or a combination of the areas listed in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or
3. A master' s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field, and three years of satisfactory full-time professional experience in one or a combination of the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent and the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
- A minimum of 10 years of NYC HR experience. - Thorough knowledge of NYC and civil service employment-related laws and regulations. - Proficient in NYC HR systems including NCYAPS, CHRMS, and CityTime PMS, Pi a plus - Thorough knowledge of NYC benefits including health benefits, MBF, and retirement systems including NYCERS. - Strong analytical and problem-solving skills proven ability to drive change. - SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM- CP) certification preferred. - Excellent interpersonal and conflict resolution skills. - Excellent verbal and written communication skills. - Excellent organizational skills and attention to detail. - Strong leadership skills. - Enthusiasm and a strong work ethic. - Knowledge of and experience with varied human resource information systems. - Proficient with Microsoft Office Suite. **Studies have shown that women, people of color, and other under-represented groups are less likely to apply for jobs unless they believe they are able to perform every task in the job description.
