New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
New York City Emergency Management’s (NYCEM) Office of the Chief Equity and Diversity Officer is responsible for the management of and compliance of all EEO, Equity, Diversity & Inclusion over the last 10 years. Due to the nature of NYCEM’s work, these records could contain sensitive and/or confidential information. As such, a preliminary review of these documents is required for proper filing. Additionally, the Chief Equity and Diversity Officer requires administrative support for equal employment opportunity matters and “build out” filing system and facilitate hiring instruction meeting.
New York City Emergency Management’s (NYCEM) Office of the Chief Equity and Diversity Officer is responsible for the management of and compliance of all EEO, Equity, Diversity & Inclusion.
Reporting to the Chief Equity & Diversity Officer (CEDO), the Special Advisor for Equity Diversity and Inclusion will be a discreet and impartial individual with the ability to build collaborative relationships with all members of the New York City Emergency Management (NYCEM) community. The Special Advisor for Equity Diversity and Inclusion will assist the CEDO in the development, management and administration of EEO investigations, trainings, compliance reviews and various diversity initiatives, including but not limited to:
- Assists with the implementation, administration and communication of diversity programs.
- Investigates discrimination complaints and processes reasonable accommodations.
- Ensures that NYCEM is in compliance with all laws, rules and regulations including but not limited to Title VI, Title VII, ADA, etc.
- Collects and analyzes data for quarterly workforce analysis reports and Annual EEO-DEI Plans.
- Develops and presents EEO/Diversity training programs and disseminates information related to diversity, EEO and other related compliance matters.
- Performs related duties as assigned.

**PLEASE NOTE THE FOLLOWING:
- The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

1 . A four-year high school diploma or its educational equivalent and eight years satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police services, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or a combination of the areas listed in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or
3. A master' s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field, and three years of satisfactory full-time professional experience in one or a combination of the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent and the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
- Earned Bachelor’s degree if two (2) years of full-time satisfactory professional experience related to one or more of the following areas: EEO, human resources, labor or employee relations, law, social services. Experience working with people of diverse backgrounds and cultures. - J.D. with experience and in the field of employment law, emergency management, and/or human resources experience. - Experience conducting investigations and a record of success in EEO/employee relations arena which included report writing as an integral part of the duties. - Demonstrated familiarity with regulatory laws and requirements. - Relevant experience in working for a public facing office, a medical, educational or emergency services institution. - Demonstrated multi-tasking, communication and problem-solving skills. Proven customer service skills. - The ability to present information to groups of varying sizes and hierarchal levels. Demonstrated ability to act independently while also being a team player. - Experience working across disciplines or multiple departments/units. - Ability to maintain confidentiality with sensitive information. - Excellent interpersonal, analytical, and oral and written communication skills. - Proficient with Microsoft Office Suite. **Studies have shown that women, people of color, and other under-represented groups are less likely to apply for jobs unless they believe they are able to perform every task in the job description.
