The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Space Analyst reports to the Executive Director of Real Estate, Design and Space Planning and is responsible for on-time and quality delivery of architectural space layouts on a variety of ACS projects throughout all five Boroughs. Projects include new and existing buildings as well as restoration of community, residential and/or commercial spaces used for existing ACS Facilities, Detention facilities and Administrative Offices.

This position is responsible for, but not limited to, the following:

- Evaluate and review space needs of agency, develop space layouts in AutoCAD and allocate space as needed.
- Review and, when required, develop area computations and schematic layouts.
- Evaluate needs of agency’s functional requirements and, due to growth and economic factors, make recommendations concerning agency space needs.
- Represent the supervisor in discussions with other units of the agency.
- Manage whenever requested a team of space analysts and other technical staff projects of various complexities.
- Assist in maintaining inventories and records regarding vacant space and occupied space in city owned and leased properties.
- Conduct building surveys and prepare reports and analyses for higher level management.
- Lead space planning projects, taking responsibility and ownership for project design solutions and productive delivery.
- Schedule and prepare space planning work and specifications, creating more efficient space planning for the floor.
- Continue initiatives with respect to space standards development and processes; recommend new policies and procedures on space related subjects. Undertake site visits as needed.
- Conduct project technical and quality reviews.
- Coordinate constructability reviews.
- Meet schedules and standard.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), and one year of satisfactory, full-time experience in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes. Such experience must have included projects requiring knowledge of construction needs and cost, installation of computer equipment and telephone communication systems, and building standards and leasing procedures; or
2. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of satisfactory, full-time experience, as described in “1” above. College education obtained from an accredited college or university accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), may be substituted for up to four years of experience on the basis of 30 semester credits for one year. However, all candidates must have one year of experience described in “1” above.
To be qualified for assignment to Assignment Level II, individuals must have two additional years of the experience described in "1" above, as follows:
a) A baccalaureate degree from an accredited college, and three years of satisfactory, full-time experience as described in "1" above; or
b) A four year high school diploma or its educational equivalent and seven years of satisfactory, full-time experience, as described in "1" above.


Preferred Skills

- Ten (minimally 5) years of experience in space planning. - Experience AutoCAD and Revit. - Experienced project leader. - Excellent communications skills and the ability to represent ACS internally and externally. - Understanding of cost estimating and budget tracking.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
