The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.
FIT is seeking a highly effective IT leader for a transformational role. The Solutions Delivery Officer is a high-profile position with responsibility for launching and leading our next gen Project Management Office (PMO), the Solutions Delivery Office. Reporting directly to the Chief Information Officer, the Solutions Delivery Officer will lead intake, analysis, project management, quality assurance, and user adoption to ensure timely, high-quality, effective deliverables that align with our business objectives. The successful candidate will oversee four teams and work closely with IT and business executives, senior technologists, vendors, and other stakeholders to maximize the agency's use of IT and data to reduce routine work, improve productivity, boost employee job satisfaction, and improve customer outcomes. The selected candidate's responsibilities will include but not be limited to the following:
- Launch and lead a Solutions Delivery Office (SDO) that provides agile, responsive support and service to our executive, business, and technical stakeholders.
- Collaborate with the Chief Technical Officer and the Enterprise Architect to develop and oversee enterprise strategies which serve to maximize the use of technology and data to improve business productivity and increase customer satisfaction.
- Team up with the Enterprise Architect, Chief Technical Officer, Chief Information Security Officer (CISO), FIT Operations Officer, and business stakeholders to ensure the intake and triage of business project requests is transparent and consistently leads to the best buy/build decision to achieve the timely execution of efficient, smart, secure, and sustainable solutions with measurable results.
- Work with the Enterprise Architect, Chief Technical Officer, FIT Operations Officer, and Chief Information Security Officer (CISO) to establish an enterprise, automated Application Life-cycle Management (ALM) system.
- Oversee the development, implementation, governance, and socialization of solutions delivery processes, tools, templates, policies, and metrics for all project/product methodologies and aspects of the project life-cycle.
- Ensure that all projects are resourced, prioritized, built, tested, and turned over to operations in alignment with their strategic and tactical business objectives.
- Develop a portfolio dashboard that reports out on the status, health, risks and risk mitigation efforts, budget, resource utilization, and results of all intake requests, projects, and products as per established Service Level Agreements (SLA) and business success criteria.
- Remain informed of digital trends and understand how they can impact business.
- Work closely with the Chief Information Security Officer (CISO), Chief Technical Officer, and FIT Operations Officer to ensure that all systems go through the proper citywide review processes.
- Communicate technology strategies and forthcoming releases to stakeholders and employees to engender awareness and enthusiastic support for automation.
- Collaborate with the Chief Technical Officer to ensure all applications are fully tested, supported with automated regression testing where possible, and meet all quality assurance standards.
- Ensure user awareness of all enterprise productivity tools and user readiness for all new system implementations.
- Utilize data and research-driven insights to measure and report out on tech adoption and user engagement. Establish a feedback loop to support informed decisions.
1. A baccalaureate degree from an accredited college and five years of full-time paid satisfactory responsible experience in an executive capacity in EDP Systems or a related field; or
2. A satisfactory equivalent. However, all candidates must have at least one year of experience as described in (1) above.
- Bachelor's degree in computer science or a closely related field is strongly preferred. A graduate degree in computer science or a closely related field is a strong plus. - 12+ years of progressively responsible, major project or product management delivery experience, directly relevant to performing the job responsibilities with at least 7 years of experience managing direct reports. Some experience as an IT manager of managers is a strong plus. - 5+ years leading a highly functional PMO practice that used agile, kanban, scrum, waterfall, critical path, and hybrid project methodologies as appropriate to the project or product requirements. - Current PfMP, PMP, or PMI-ACP certifications are expected past agile related certifications is a strong plus. - Results oriented with a sense of urgency and a commitment to quality coupled with the proven ability and organizational skills to lead project teams to consistently and predictably deliver on time and budget without requiring heroics. - Demonstrated ability to lead, inspire, and manage a diverse staff of professionals. - Outstanding presentation skills to both technical and executive audiences, whether impromptu on a whiteboard or using presentations and demos. - Strong enthusiasm relating to IT innovation, digital transformation technologies, and technological reform is expected. - Understands that old gen PMO and new gen technology don't mix. - Excellent, related career experience within the the financial services industry and/or the public sector is a strong plus.
