Job Description
The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Transformational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas.
The Office of the Chief Information Officer seeks a motivated, talented, and highly skilled candidate to serve as a Solution Architect (Platform & Cloud) within the Business & Enterprise Architecture team. This individual should have a solid understanding of enterprise platform services, hybrid cloud environments, and modern integration patterns, and be comfortable designing the foundational technology layer on which the Authority’s business applications run.
NYCHA operates a broad portfolio of on-premises and cloud-based enterprise applications supporting both internal operations and resident-facing services. The platform and cloud footprint continues to grow in size and complexity as NYCHA introduces new applications, migrates existing workloads to the cloud, and modernizes the services it delivers. The Solution Architect (Platform & Cloud) will contribute to the development and execution of NYCHA’s enterprise platform and cloud strategy, ensuring that the Authority’s technology foundation remains secure, scalable, sustainable, and resilient in support of business operations.
Under direction of the Director of Business & Enterprise Architecture, with latitude for independent judgement, specific responsibilities will include, but are not limited to the following:
- Analyze, design, document, and review platform and cloud solutions across compute, storage, network, identity, and platform services to maximize performance, capacity, and security.
- Develop and maintain up-to-date reference architectures, design patterns, and standards for NYCHA’s hybrid environment, including Microsoft Azure, Oracle Cloud Infrastructure (OCI), and on-premises data centers.
- Define and maintain the methodology, principles, roadmap, standards, and guidelines for platform and cloud architecture, including security, reuse, interoperability, and integration.
- Help teams adopt architecture standards and guidelines throughout the solution delivery lifecycle; partner with delivery teams on architecture reviews of proposed solutions and vendor designs.
- Co-develop reference patterns and standards in close partnership with IT Infrastructure, Enterprise Solutions Management, and Cybersecurity; establish secure and industry-compliant specifications for new platform and cloud solutions.
- Contribute platform and cloud expertise to cross-functional design efforts, including landing zones, identity and access management, network connectivity, disaster recovery, and modern platform operating models.
- Provide expert advice to project teams on use of cloud services, platform technology, and integration best practices; review detailed technical specifications and designs.
- Research and recommend opportunities to adopt new technologies; analyze the impact, cost, and operational implications of implementing new technologies.
- Assist in the development and review of technical specifications for the procurement of IT systems and services, including the evaluation of vendor submissions solicited via bids, requests for information, and proposals. Liaise with IT vendors, as necessary.
- Support capacity planning, resilience, disaster recovery, and technology currency initiatives across data centers and cloud tenants.
- Execute special projects and initiatives, as assigned.

CERTIFIED IT ADMINISTRATOR (LA - 13652
Minimum Qualifications
Professional/vendor certification(s) in local area network administration that is required for the position to be filled. In addition, all candidates must have the following:
1. A baccalaureate degree from an accredited college, and two years of satisfactory full-time (not classroom based) experience in local area network and/or wide area network planning, design, configuration, installation, implementation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management; or
2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience of which at least 2 years must have been as described in "1" or
3. A satisfactory equivalent of education and/or experience equivalent to "1" or "2" above. Education may be substituted for experience on the basis that 30 undergraduate semester credits from an accredited college is equivalent to 6 months of experience. A master’s degree in computer science or a related field from an accredited college may be substitute for one year of experience. However, all candidates must have at least one year of satisfactory (not classroom based) full-time information technology experience as described in "1" above.
Note: In addition to meeting the minimum Qualification Requirements: Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) for current and future technical environments(s) in which they may be assigned to work, as determined by the employing agency.
Preferred Skills
- Demonstrated experience as a Solution Architect or Platform Architect supporting large, complex enterprise environments, preferably in government, utility, or regulated industries. - Hands-on experience designing and operating workloads in Microsoft Azure and/or Oracle Cloud Infrastructure (OCI), including landing zones, identity and access management, networking, and cost governance. - Strong understanding of on-premises data center infrastructure, including compute, storage, virtualization (VMware or equivalent), and enterprise networking. - Experience designing hybrid cloud architectures, including private connectivity, identity federation (Entra ID, SAML, OAuth/OIDC), and workload placement decisions. - Familiarity with a wide range of enterprise technologies and platforms, including cloud-based solutions, major commercial ERP, CRM, and asset management platforms, and IT service management products. - Working knowledge of enterprise integration patterns, API management, and modern DevOps and infrastructure-as-code tooling (Terraform, Bicep, or equivalent). - Strong understanding of Security Architecture standards and patterns, including zero-trust principles, role-based and attribute-based access control, and federation. - Experience with disaster recovery, business continuity, and resilience engineering for mission-critical business applications. - Familiarity with IT architecture frameworks such as TOGAF. - Professional-level certifications such as Microsoft Certified: Azure Solutions Architect Expert, Oracle Cloud Infrastructure Architect Professional, TOGAF, or CISSP are a plus. - Excellent analytical, problem-solving, and decision-making skills. - Strong communication and collaboration skills, with the ability to work effectively with stakeholders at all levels of the organization. - Ability to manage competing priorities and work effectively in a fast-paced, dynamic environment.
