The New York City Housing Authority (NYCHA) mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 11,000 employees who manage and maintain 326 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.

NYCHA’s Asset & Capital Management (A&CM) Division integrates and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Real Estate Development, Capital Projects, and Comprehensive Modernization departments. This includes a $4.5 billion capital program – one of the largest in NY State – as well as a historic real estate transaction portfolio. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems.

The A&CM Division’s Sustainability Department:

1. Develops and implements a comprehensive sustainability agenda to reduce NYCHA's energy and resource consumption and carbon footprint, improve resident health and well-being, and create environmentally friendly developments for NYCHA' s residents and the surrounding communities.
2. Building on a 20-year track record of successful energy efficiency initiatives, the teams support and champion a comprehensive and strategic approach to all areas of sustainability, including energy efficiency and management, water efficiency and management, waste reduction and management, and healthy and comfortable indoor environments.
3. The teams not only serve as a resource to the departments within A&CM, but also help to connect A&CM to Operations and Community Programs for a holistic approach.
4. The A&CM Division’s Sustainability Department is divided into three units:
(a) Sustainability
(b) Energy
(c) Environmental Planning

The Sustainability Department is seeking to hire a Program Manager.

Reporting to the Deputy Director for Sustainability Programs, the Program Manager for Solar and E-Mobility Programs will be responsible for managing NYCHA’s ongoing solar programs, launching NYCHA’s nascent electric micromobility (e-micromobility) infrastructure programs, and developing electric vehicle charging programs at NYCHA. The Program Manager will use social science-based research methods to establish evaluation protocols for NYCHA’s pilot installation of e-micromobility charging and storage stations and will conduct a rigorous analysis of the results in order to inform NYCHA’s future planning efforts. The Program Manager will conduct analysis related to how NYCHA residents and NYCHA’s own fleet can best be positioned to transition to electric vehicles in the future. The Program Manager will manage schedules as well as activities of staff relating to progressing NYCHA’s solar program and will ensure coordination and appropriate flow of technical information between solar and e-mobility programs and NYCHA’s Clean Energy Academy, a workforce development program that builds skills necessary for NYCHA residents to participate in the clean energy economy. The Program Manager will have broad latitude for independent initiative, judgment, collaboration, and decision-making, and may supervise consultants and/or full-time staff members.

The primary responsibilities of the position include, but are not limited to the following:

1. Supervise essentially independent investigations in the developing field of e-micromobility research and development; specifically related to ensuring that new e-micromobility infrastructure has the technical and programmatic elements necessary to best serve NYCHA residents, and rigorously monitoring programs to allow for continuous improvement.
2. Assist in coordinating the research efforts of NYCHA in the fields of e-micromobility, solar programs, and other e-mobility with research efforts of other agencies or institutions such as the Mayor’s Office of Climate and Environmental Justice, the Department of Transportation, and the Department of Citywide Administrative Services.
3. Study and evaluate relevant literature on solar and e-mobility programs and prepare reports for publication on programs within this program area.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

1. A doctorate or master's degree in urban planning, transportation engineering, energy planning, or a relevant field and three years of responsible full-time research experience. 2. Experience working on solar programs and/or e-mobility programs in the public sector and/or affordable housing. 3. Experience pursuing and implementing federal grants. 4. Experience with workforce development, particularly for residents of low-income housing. 5 Experience working with multiple stakeholders on large, complex projects.
