Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY RANGED BETWEEN $60,889.00 - $70,022.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Children’s Center is a 24-hour shift-based operation providing services for New York City’s highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average, the Children’s Center serves approximately 2,500 unique children entering or re-entering the foster care system as they await transition to return home, stay with kin, or placement in longer-term foster care settings.

The Social Work – QI Unit was built to meet the mandate of the Family First Prevention Services Act [FFPSA] which took effect on 9/29/2021. QI/CFS in accordance with the [FFPSA], conducts and completes the evidence-based CAS II instrument to assess service intensity need for children/youth who may or require a Qualified Residential Treatment Program (QRTP) setting for the City of New York. QI/CFS conducts QI initial assessments and long stayer reviews for all ACS youth who require entry into a Qualified Residential Treatment Program [QRTP]. Currently QI/CFS conduct initial assessments for children/youth placed in a Qualified Residential Treatment Program (QRTP) residential care placement. QI’s conduct Long Stayer Reviews for children/youth who may require consideration for an extension in QRTPs.

The Social Work Coordinator responsibilities include, but are not limited to:

- Provide day-to-day support to the leadership team

- Assist with community outreach to the provider agencies such as the Youth Reception Centers (YRC) and Sheltering Arms Reception Center (SARC)

- Undertake clerical tasks including preparing correspondence, schedule meetings, arrange conference calls, manage files, and format documents and presentations

- Provide administrative support for the Social Work/QI team

- Responsible for assigning staff members to youth upon entry and track assigned cases to the CFS log

- Responsible for the daily and weekly distribution of pod incentive items

- Maintain and update inventory of incentive items

- Support project planning and management efforts for various child welfare system initiatives to assure high-quality implementation and sustainability within the agency and business partners within the community

- Act as a community liaison for NYU Dental faculty and Eye on Education to ensure children are seen by both providers.

- Liaise with Pre-Placement Services, Provider agencies, community partners, Department of Child Protection (DCP) and the Office of Placement Administration (OPA) to confirm case productivity.

- Work with the Intake, Placement Stability Unit, and contracted pre-placement providers (Youth Reception Centers, Sheltering Arms Reception Center), Social Work Unit, and the Children’s Center Case Planning Unit to ensure the placements and subsequent movements are entered timely and accurately.

- Provide daily updates to multiple city agencies and community partners such as: Department of Education (DOE), Department of Homeless Services (DHS), Human Resources Administration (HRA), Youth Advocates Program (YAP) and members of the community to locate AWOC youth.

- Provide the Mental Health Team (MHT) with legal and DCP information on various youth upon request

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
