APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE MANAGER CIVIL SERVICE TITLE
Family Independence Administration (FIA) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as temporary cash assistance, SNAP, childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc.
FIA is requesting to recruit for four (4) Administrative Manager NM 2 who will function as SNAP Center Directors who will:
- Direct daily operations of the food stamp centers involving the overall food stamp case establishment and management functions including pre-screening, referral, provision of appropriate food stamp benefits ensuring that all eligible individuals receive grants expeditiously in compliance with Federal, State and Local laws.
- Direct the integrity and confidentiality of the Welfare Management System (WMS) password security system by analyzing and evaluating system usage assignments, violation reports and directing the changes of passwords where warranted.
- Direct the case re-certification activities in accordance with application Federal and State laws and with relevant agency policies; serves as the highest approving authority in the Center for authorization of grants which is outside the normal parameters of procedures, making management decisions for all exceptions to policy.
- Manage analysis and evaluation of statistical and management reports to maintain efficient, systematic operations, the establishment of intra-office systems, ensure compliance with policy and procedures.
- Communicate with state Welfare Management System representatives to resolve system malfunctions and reduce downtime; initiate arrangements for alternate methods of transmission to ensure timeliness of issuance and non-disruption of benefits.
- Identify and initiate center based centrally designed special projects and programs such as specialized units to service the homeless, block appointments for community authorized representatives and mail processing units to increase productivity thereby enhancing the delivery to services of clients.
- Initiate, develop and maintain contact with partnering local community groups and organizations to enhance program participation and to disseminate information on program changes such as the facilitated enrollment project.
- Conduct staff meetings with administrative and center staff, ensuring proper interpretation and application of policies and procedures.
- Identify policy and procedure inadequacies and provide informed recommendations to central administration for possible changes, such as policies and procedures initiatives developed through the collaboration between non-cash assistance and cash-assistance Food Stamp services.

ADM MANAGER-NON-MGRL FRM M1/M2 - 1002C
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
- FIA SNAP experience - Working knowledge of POS and Angie - Experience with call center operations
