ABOUT OATH:
The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.
JOB DESCRIPTION:
The Silver Stars Program offers NYC Agencies the opportunity to fill business needs with experienced retired City employees. The program also offers an opportunity for City employees to phase into retirement, allowing them to supplement their income and maintain their lifestyle and social interactions.
* THIS IS A PART-TIME, 20 HOURS A WEEK POSITION THAT IS ONLY AVAILABLE TO CANDIDATES WHO HAVE RETIRED FROM CITY SERVICE. PENSION AND BENEFITS CAN STILL BE COLLECTED WHILE EMPLOYED IN THIS POSITION. *
OATH seeks to hire an experienced, talented, and highly motivated individual to serve as a Silver Stars Human Resources (HR) Analyst within the Human Resources department. Under executive direction, with some latitude for independent initiative and judgement, the Silver Stars HR Analyst will be responsible for assisting with the day-to-day human resources operations, including, but not limited to:
- Preparing managerial lump sum payments for separating managers
- Researching and processing contractual raises and addition to gross
- Policy interpretation on citywide time and leave procedures
- Conducting workflow analysis
- Communicating with employees at all levels regarding HR transactions and to reply to inquiries
- Providing high-level guidance on human resources processes to executive-level staff
- Providing expert assistance on other human resources related projects


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- Experience with interpreting citywide personnel policies and procedures - Proficient knowledge of CityTime, PMS, NYCAPS, CHRMS, and other Citywide systems - Knowledge of collective bargaining agreements - Knowledge of payroll and timekeeping procedures - Proactive and the ability to work independently and with a team - Strong analytical and organizational skills - Excellent time management skills with a proven ability to meet deadlines - Ability to communicate with employees at all levels
