THE SILVER STARS PROGRAM OFFERS RETIRED CITY EMPLOYEES THE OPPORTUNITY TO WORK PART-TIME ON PROJECT BASED ASSIGNMENTS AT A CITY AGENCY.
THIS POSITION IS ONLY AVAILABLE TO CANDIDATES WHO HAVE RETIRED FROM CITY SERVICE. THIS POSITION IS PART-TIME, UP TO 21 HOURS A WEEK, NOT TO EXCEED 12 MONTHS THROUGH SECTION 212 OF THE NEW YORK STATE'S RETIREMENT AND SOCIAL SECURITY LAW (RSSL). A RETIRED CITY EMPLOYEE CAN EARN UP TO $35,000 ON A CALENDAR BASIS (JANUARY THROUGH DECEMBER) AND CONTINUE TO RECEIVE FULL PENSION BENEFITS, HEALTH CARE INSURANCE, AND POSSIBLY SOCIAL SECURITY BENEFITS. SOME EXCEPTIONS MAY APPLY.
The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and
entities that receive City funds.
DOI is seeking a SILVER STARS - Deputy Inspector General who will assist in the management of the unit with a focus on the oversight of investigations involving corruption, fraud, waste, abuse, mismanagement and conflicts of interest as well as anti-corruption initiatives related to the employees and contractors of several large City agencies, including the Economic Development Corporation, Department of Citywide Administrative Services and Pensions. This position is ideally suited for a candidate with significant experience conducting complex investigations and demonstrated leadership in a team setting. The candidate must have familiarity with and interest in developing case through review of documentary evidence, particularly financial records, and conducting interviews of witnesses and subjects. They must also be able to detail investigative findings and policy recommendations in succinct reports and memorandums.
If selected, the candidate will be fingerprinted and undergo a background investigation. In addition for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code 8-107(24)(b)(2)(A).
Preferred Skills
1. At least five years of experience leading complex investigations such as work as a prosecutor, forensic auditor, or investigator conducting complicated, long-term investigations.
2. Experience managing others.

4. Demonstrated ethics and sound judgment.
5. Demonstrated ability to analyze and assess and draw conclusions based on a multitude of complex documents/data, including but not limited to policies, procedures, and financial documents.
6. Strong writing skills and ability to write and edit memos and public reports.
7. Strong interpersonal skills, communication, and interviewing skills.
8. Strong computer skills, including Word, Excel, and databases.
9. Strong organizational skills and proven ability to manage time efficiently, meet deadlines and multi-task.
10. Ability to initiate and independently drive projects to completion.
11. Exercises discretion with respect to sensitive and confidential information.
12. Knowledge and experience within New York City Department of Investigation.

ONLY CITY OF NEW YORK RETIREES ARE ELIGIBLE TO APPLY FOR THIS POSITION.
1. A baccalaureate degree from an accredited college or university and four years of full-time experience in investigation, auditing, law enforcement, law security, management analysis, or in a major operational area of the agency to which the assignment is to be made; at least 18 months of which must have been in a supervisory, administrative, managerial or executive capacity, and the approval of the Commissioner of Investigation; or
2. Education and/or experience equivalent to “1” above. However, all candidates must have the approval of the Commissioner of Investigation and 18 months of supervisory, administrative, managerial or executive experience; or 18 months of experience in the exercise of discretion and professional judgment in significant policy matters related to criminal justice or areas particularly relevant to the Office of the Inspector General to which the candidate would be assigned.
