The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Division of Youth and Family Justice (DYFJ); within the Administration for Children Services is responsible for the oversight and management of secure and non-secure detention services for juveniles and young adults awaiting disposition in family and supreme courts, as well as a wide network of networks of providers throughout the five boroughs that operate placement sites for young people who are adjudicated delinquent and are placed by the New York City Family Court as part of the Close to Home initiative. In addition, the Division oversees community-based delinquency prevention and alternative to placement programs for youth involved in, or at risk for involvement in, the juvenile justice system. ACS Police report into the Division of Administration and the HORIZON Sergeant will report to the Lieutenants, who will in turn report to the Deputy Director of security. The Deputy Director of security reports to the ACS Chief of Police. ACS seeks an outstanding candidate to serve as Sergeant of the. The HORIZON Juvenile Center’s ACS Police and Security Unit. Sergeant will oversee Special Officers, and contingent of Special Officers at their facility. Under general direction of the Deputy Director of Security, the candidate selected will oversee and improve the safety and security of the detention site.

Responsibilities include but are not limited to:

- Supervise and administers security operations within the detention centers, including physical security, safety, loss prevention and maintenance of order.
- Review Video Footage of incidents and monitor in Realtime to access potential problems.
- Advise detention leadership on security matters, threats, vulnerabilities, and various methodologies to mitigate risks to youth in custody, staff, and the facility.
- Direct the search and inspection of visitors, employees, youth, residential halls and other facility spaces, incoming and outgoing vehicles, materials, and supplies for contraband in accordance with agency policy.
- Ensure the conduction of regular inspections of patrol staff, equipment, internal and external patrol staff work posts and of other work areas.
- Supervise a team of Sergeants and Officers, including validating post coverage plans, delegating duties, managing performance, and providing trainings as needed.
- Direct responses to emergency situations; investigates, supervises, and assists subordinates in the handling of incidents utilizing de-escalation techniques, physical intervention, and restraint devices according to policy.
- Draft security plans for the detention centers and implements contingency plans.
- Supervise the maintenance and submission of security records, logs, and reports.
- Implement and maintains accountability and management plans for security equipment and institutional keys, including servicing and replacements.
- Provide input to facility management for evacuation/fire safety procedures and assists in conducting drills.
- Conduct special studies and investigations as required. Review video recording.
- In the absence of the Lieutenant or Captain or subordinates, may perform the duties of the Lieutenant or subordinates.
- May operate a motor vehicle to perform duties.


Minimum Qualifications

A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of fulltime satisfactory experience in the field of law enforcement, protection or security.

Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.
For Assignment To Assignment Level II:
A. One year of experience as a Supervising Special Officer-Assignment Level I; or
B. In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection or security in a supervisory capacity.

For Assignment to Assignment Level III:
A. Two years of experience as a Supervising Special Officer; or
B. In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection or security, at least one year of which must have been in a supervisory or administrative capacity.


Preferred Skills

The preferred candidate should possess expert knowledge of safety and security protocols and responses experience and understanding of a juvenile detention and/or correctional environment some knowledge of the juvenile justice system strong organizational, written, and oral communication skills strong judgment and effectiveness despite ambiguity familiarity with Microsoft Excel, Word, Outlook demonstrated experience building cohesive teams and collaborating with a wide variety of stakeholders.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
