PROGRAM AND JOB DESCRIPTION:

The New York City Department of Health and Mental Hygiene (NYC DOHMH) Public Health is a public health leader serving over 8.4 million New York City residents from diverse ethnic, cultural, and economic backgrounds. The New York City (NYC) Public Health Laboratory (PHL) is one of the largest local public health laboratories in the United States offering a dynamic and innovative work environment where employees contribute to the health and safety of NYC residents by providing clinical and environmental laboratory testing services. With more than 100 years of leadership in public health, a team of over 200 scientific and support staff are committed to its mission to safeguard the health of all NYC residents by providing quality laboratory testing services that support the priorities of the NYC DOHMH and its community partners to prevent and respond to clinical and environmental public health concerns. The NYC DOHMH, Bureau of Public Health Laboratories seeks a qualified candidate to serve as the Sentinel Laboratory Trainer. The position will be responsible for laboratory outreach and training activities at the NYC PHL and hospital sentinel laboratories within NYC. This is an excellent opportunity to join our multidisciplinary team and collaborate with local, state, national, and academic partners.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Develop, coordinate, and perform microbiology laboratory trainings for NYC Sentinel Laboratories and other NYC partners.

Develop and implement an onsite web lab training program for Clinical Sentinel laboratory staff in collaboration with the PHL Bio Safety Officer and Training Team.

Serve as main point of contact for Clinical Sentinel Laboratories and other Public Health Laboratories for questions related to laboratory testing at PHL with an emphasis on testing for biothreat agents.

Liaise with Clinical Sentinel Laboratories and other DOHMH partners to facilitate submission of specimens for biothreat agent testing, including test requests, packaging and shipping of specimens.

Develop public health emergency and laboratory response drills/exercises for Sentinel Labs, first responders and internally at PHL.

Serve as an active member of the biothreat response team at PHL and perform biothreat agent testing using both molecular and conventional culture techniques in a BSL3 facility.

Analyze laboratory and related data and write reports.

Perform administrative duties for the laboratory unit.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Strong verbal and written communication skills. Ability to work well within a management team environment. Confident working with and engaging external stakeholders. Experience in teaching and/or laboratory-based training. At least one year of experience in molecular infectious disease testing. At least one year of experience in conventional culture and microbiology testing. (AMENDED)

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
