The New York City Comptroller’s Office is responsible for oversight of the investment portfolios of the New York City Retirement Systems (Systems). This $250 billion portfolio is primarily managed by external investment managers, and is largely invested in publicly traded securities, with significant allocations to private equity, real assets, hedge funds, and opportunistic fixed income investments.

The Senior Risk Officer will utilize various tools to assess and monitor market risk, report on portfolio risks, and evaluate external investment managers. Reporting to the Chief Risk Officer, the Senior Risk Officer’s responsibilities include, but are not limited to:

- Independently identify and undertake risk projects, contributing to the development of risk infrastructure;

- Represent the Risk Management department in various committees, lead manager due diligence, and oversee junior staff. Additionally, the Senior Risk Officer will be a vital resource in the design and implementation of expanded risk tools and reports for various teams within the organization;

- As part of the Risk Team, research and develop new methodologies and participate in designing a multi-asset risk framework for a pension fund;

- Analyze investment risks using quantitative models and review the implications of potential investment decisions on total portfolio risk;

- Work closely with Asset Class leads to perform ad-hoc analysis requiring independent research;

- Assist in the design and implementation of risk reporting and other analytical tools;

- Investigate portfolio strategies and new investments. Communicate and present risk analysis to investors and management; and,

- Performing other related assignments or special projects as may be required.


Minimum Qualifications

1. Master’s degree from an accredited college or university in business, economics, finance, mathematics, engineering, accounting, or a related field, and four (4) or more years of progressively responsible full-time professional experience in a financial services organization, handling complex financial transactions/matters with considerable exposure to fixed income funds, and asset management (fixed income, private equity, public equity, hedge funds, etc.), preferably performing functions in the nature of what is listed in the bulleted list of the above job description, or similar experience at a consulting firm/bank, strategic advisory or government entity; or,

2. BS/BA degree from an accredited college, with major studies in the fields mentioned above and six (6) or more years of progressively responsible full-time professional experience as described in "1" above; or,

3. A satisfactory equivalent of education and experience mentioned above.


Preferred Skills

- Previous Risk Management experience of 10+ years, preferably in Multi-Asset environment, at a financial institution, consulting firm or a closely related area - Strong understanding of risk management concepts and investment strategies - Familiarity with the use of a risk analysis application such as MSCI’s BarraOne or FactSet - Proficient in Microsoft Excel, VBA and Python - Excellent interpersonal, communication, report writing and organizational skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
