The Bureau of Asset Management is responsible for oversight of the investment portfolios of the five New York City pension systems. Through a culture of collaboration, individual development, and teamwork that leverages diverse talent and strives for continuous improvement, the goal of the Bureau of Asset Management is to achieve exceptional investment outcomes for all stakeholders; to deliver outstanding support to plan Trustees; and to serve as a responsible steward of the resources of plan beneficiaries and the City of New York.
The Senior Risk Officer will assist in analysis and provide recommendations on portfolio construction, assess and monitor market risk at the portfolio and manager level across asset classes, The Senior Risk Officer will independently identify and undertake risk projects, contributing to the development of risk infrastructure. This position will report to the Chief Risk Officer (CRO).
Under the supervision of the CRO, responsibilities include, but are not limited to, the following:
- Analyze portfolio construction, provide recommendations on asset allocation, manager selection and sizing.
- Contribute towards building a more efficient portfolio to meet investment objectives of the systems.
- Identify managers for the "watch list" and provide recommendations for the investment teams.
- As part of the Risk Team, research and develop new methodologies and participate in designing a multi-asset risk framework for a pension fund.
- Analyze investment risks using factor based quantitative models and review the implications of potential investment decisions on total portfolio risk.
- Investigate portfolio strategies and new investments. Communicate and present risk analysis to investors and management.
- Contribute towards building an internal risk infrastructure for efficient risk monitoring and reporting.
- Participate in manager due diligence and provide recommendations for the investment teams.
- Participate in strategic projects across all asset classes.
1. Graduate degree from an accredited college or university in business, economics, finance, mathematics, engineering, accounting, or a related field, and four (4) or more years of progressively responsible full-time professional experience in a financial services organization, handling complex financial transactions/matters with considerable exposure to fixed income funds, and asset management (fixed income, private equity, public equity, hedge funds, etc.), preferably performing functions in the nature of what is listed in the bulleted list of the above job description, or similar experience at a consulting firm/bank, strategic advisory or government entity; or,
2. BS/BA degree from an accredited college, with major studies in the fields mentioned above and six (6) or more years of progressively responsible full-time professional experience as described in "1" above.
- 10+ years of demonstrated Risk Management or related experience with a leading financial services firm such as asset manager, investment bank, or investment consultant - Strong expertise in at least one asset class with preference for multi-asset investment - Strong understanding of risk management concepts and investment strategies - Practical knowledge of a risk analysis application such as MSCI’s BarraOne or FactSetProficient in Microsoft Excel experience with VBA and Python is strongly desirable - Excellent financial, writing, presentation, interpersonal, communication, and organizational skills
