Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
The Senior Revenue Analyst will play a critical role in ensuring timely claiming and revenue maximization across State, Federal, Private, and Intracity grants. Under direct supervision, and with latitude for independent initiative, this position will perform senior-level research analysis and provide operational support essential to DYCD’s fiscal performance.
Key responsibilities include:
-Researching, monitoring and analyzing program costs to ensure compliance with grant requirements and supporting more efficient program administration.
-Utilizing automated systems and tools to verify that claims submitted to Grantors are accurate and timely. Researching, reviewing and reconciling provider invoices in PASSPort against approved budgets to confirm accuracy prior to submission.
-Conducting grant eligibility reviews to ensure compliance and assess impacts on Personnel Services (PS) and Other Than Personnel Services (OTPS) budgets.
-Collecting and synthesizing data across multiple databases to prepare comprehensive reports that track revenue, expenditures, and operational activity.
-Verifying accounting data for accuracy, recommending adjustments to program staff as needed.
-Supporting fiscal year-end closeout by preparing accrual estimates, supporting documentation, writeoffs, and unbilled receivable (URE) entries in FMS.
-Conducting biweekly analysis of Open Cash Receivable (CRE) and Open Billed Receivable (RE) reports using InfoAdvantage to ensure timely reconciliation and follow-up.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Strong knowledge and hands-on experience with the City’s Financial Management System (FMS), BOXI, and PASSPort. Advanced proficiency in Microsoft Office applications, particularly Excel, with the ability to manage and analyze complex data sets. Detail-oriented with strong analytical and quantitative skills in fiscal and budgetary operations, organizational analysis. Excellent written and verbal communication skills, with the ability to clearly present findings and recommendations. Strong knowledge and experience with Capital Budgeting is a plus.
