The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self- sufficiency as quickly as possible.
The Office of Fiscal Operations is DSS/HRA/DHS’s primary payments and accounting office, and the core responsibilities are carried out through the operations of the Bureau of Accounts Payable, Revenue and Reimbursement, and Disbursement & Grant Accounting.
The Finance Office/The Division of Revenue Control & Analysis (DRCA) is recruiting one (1) Associate Staff Analyst to function as a Senior Revenue Analyst. The Senior Revenue Analyst will report to the Director of DRCA and perform, but is not limited to, the following:
- Collect and analyze Open Cash Receivable (CRE) and Open Billed Receivable (RE) reports biweekly using Info Advantage in the city’s Financial Management System (FMS). All receivable amounts are reconciled with settlements from NYS Office of Temporary and Disability Assistance (OTDA) and submitted for approval.
- Responsible for training new staff on the RE process.
- Develop and maintain communication with the Comptroller’s Office to perform special requests and transfer funds from HRA/DHS/DSS to DOHMH, HHC, ACS, DFTA, DYCD, and HPD. The receivables for other agencies will be identified and tracked to ensure the fulfillment of reimbursement due from NYS OTDA.
- Create and establish various managerial analytical reports to aid in HRA/DHS/DSS budgetary decision making.
- Track offsets regarding below the line adjustments from NYS OTDA settlements to be provided to the Office of Budget Administration for fiscal year expense adjustments.
- Perform analysis and track all capped programs, such as Title XX, FFFS, Training Cap, Adult Shelter, and Fringe Benefits to ensure compliance with allocated amounts.
- Initiate and execute wire transfers monthly between HRA bank accounts using the Bank of America CashPro Online System.
- Execute drawdowns from various Grant applications systems to ensure the settlement of Federal and State grant claims.

A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
