The Office of Revenue Management and Development (ORMD) comprises 3 bureaus within the Office of Finance. The bureaus work together to develop revenue enhancing initiatives and carry out revenue generating projects that maximize state and federal funding. They achieve this by analyzing federal, state and local legislation and policies to identify cost avoidance and revenue enhancement opportunities; developing projects and processes to maximize DSS claims and avoid claim disallowances; conducting financial analysis and research; and providing technical support, process design and business analysis services to the Office of Finance.

The Office of Revenue Management and Development (ORMD) is recruiting one (1) Associate Staff Analyst to function as a Senior Revenue Analyst who will assist the Deputy Commissioner of ORMD in the following areas:

- Provide high level planning, coordinating, and analytical support to the Program Performance & Financial Management Office, including the review and analysis of critical financial and statistical data and organization of information from the Finance Office (FO), the Office of Performance Management & Data Analytics (OPMDA), and the Office of Research and Policy Innovation (ORPI). Includes thorough monitoring and awareness of the content of all projects, programs, policies, and other matters relevant to the offices.

- Project Management – Create project plans and timelines; follow up with staff from various bureaus to move projects forward, identify challenges and propose solutions; and provide ongoing updates on project status to the Deputy Commissioner.

- Business Analysis – Review, monitor and document processes; and recommend improvements to and assist in the design of workflows and tracking systems.

- Quantitative Analysis – Analyze data pulled from multiple sources using advanced Excel skills, and Oracle OBIEE or other database programs; conduct quality assurance on financial data; and prepare monthly reports and report summaries.

- Research and Writing – Document processes and projects; conduct and report on research of agency, local, state, and federal policies and legislation with a focus on fiscal compliance; and draft reports for executive staff.

- Administrative Tasks – Assist Deputy Commissioner with timely completion of tasks, ranging from delivery of major projects to email responses; and prepare documents for meetings with executive staff.

- Ad hoc projects as needed.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
