Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $98,159.00 - $112,883.00

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and childcare services. The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies. The Office of Research and Analytics (ORA), within the ACS Division of Policy, Planning, and Measurement (DPPM), conducts routine and ad-hoc data analysis and reporting, to support and evaluate system improvement efforts, conduct quality assurance, monitor contractors, and meet reporting mandates.

The Predictive Analytic unit focuses on the design, implementation and evaluation of predictive models. The models, using routinely collected administrative data, support more efficient and equitable allocation of resources and services. The goal of the unit is to build algorithms to improve decision-making and optimize workflow. The analyst will be reporting to the Director of Predictive Analytics within the Division of Policy Planning and Measurement.

Responsibilities:
- Adept in quantitative analysis, data mining, and visualization of data to see beyond the numbers and derive intuition from data.
- Perform forecasting and data modeling: using appropriate methodologies, evaluating data patterns, monitoring key performance metrics, performing root cause analysis, building and analyzing dashboards and reports, building relevant data sets to for exploratory analysis, and evaluating and defining metrics.
- Draft literature reviews: research best practices about the use of predictive models in child welfare, juvenile justice and other relevant domains such as other social services and criminal justice. Use current research on fairness, accountability, and transparency from the machine-learning community (i.e., FAT-ML) to inform model development and implementation.
- Perform exploratory analysis: understanding workflow, and long-term data trends, identifying new levers to help track key metric, and evaluate policy decisions. Data Visualization skills are critical, experience using software such as Tableau or other BI tools.
- Data Infrastructure: working in Oracle and automating analyses and authoring pipelines via SQL and R based ETL framework. Knowledge of Python is a plus.
- Fluent in utilizing Python, R, SQL, and other scripting software utilized in algorithms. Experience with relevant statistical packages in Python, R, etc. including but not limited to Jupiter Notebooks, Scikit Learn, TensorFlow, Keras, stasmodels, Proficiency in advanced statistical learning techniques including clustering algorithms, time series, regression analysis, classification.
- Excellent team player with the ability to work under rigorous deadlines. Ability to partner with engineering and data teams within the Division of Policy Planning and Measurement and other ACS units, as needed.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- 4+ years’ hands-on experience doing quantitative analysis in fast-paced environment - Degree in data science, computer science, statistics, economics, mathematics, or similar quantitative discipline. - Working experience in an analytic role working with ML functions and should have conducted A/B tests, defined metrics and delivered exploratory analysis. Technical competence to perform more advanced analytics: - Coding skills for analytics and data extraction (SQL, R, Python, Pandas) - Knowledge of data visualization tools (such as Tableau, D3, ggplot, Looker) - Experience in performing analysis with large datasets - Strong understanding of statistics and machine learning - Strong communication skills with ability to build good relationships with colleagues and stakeholders and explain complex topics in simple terms.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
