Major Responsibilities
- Under supervision of the Chief of Contracts and Administration for Environment and Planning, with latitude for independent initiative and judgment, perform difficult and responsible work to manage and coordinate all aspects of purchasing for Environment and Planning.
- Directly supervise and train division purchasing staff.
- Manage the division’s Other Than Personal Services (OTPS) budget. Prepare recommendations for the distribution of the annual OTPS budget. Track OTPS budget codes and prepare budget modifications as needed. Track and analyze OTPS spending and trends; submit corresponding weekly reports.
- Work with division purchasing liaisons to coordinate all OTPS purchases, utilizing Unifier, E-requester, Passport and the City’s Financial Management System (FMS). Research and prepare requisitions in accordance to procurement policies and procedures.
- Reach out to vendors for detailed information and price quotes.
- Enter purchase requests into the various procurement systems (e-Requestor, PASSPort, PunchOut, and DCAS Office of Citywide Procurement Requirements Contracts).
- Coordinate quotes and approvals for credit card purchases; process orders online and by phone as needed; collect Receiving Reports as needed for credit card holders and ensure monthly credit card reports are prepared and submitted on time.
- Ensure that all required Receiving Reports are sent to Central Purchasing as needed.
- Work with Central Purchasing on issues with purchase orders and other requests; contact vendors when there is an issue with items received (or delayed receipt) on purchase orders.
- Assist with compilation of and submission of out-of-city travel requests.
- Assist the Chiefs and Executive Staff with related tasks, high profile projects and special assignments.

ADM MANAGER-NON-MGRL FRM M1/M2 - 1002C
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
1. Experience and/or education in procurement, and experience in purchasing and procurement for the City of New York preferred. 2. Proficiency in computer software including Microsoft Word, Excel and Access. 3. Knowledge of E-requester, PASSPort and the City’s Financial Management System (FMS). 4. Excellent interpersonal, customer service and organizational skills. 5. Ability to work effectively as part of a team and independently. 6. Ability to work occasional evenings and weekends. 7. Valid New York State driver license.
Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
