With an overarching mission to eliminate ageism and ensure the dignity and quality of life of approximately 1.775 million older New Yorkers, the NYC Department for the Aging is deeply committed to helping older adults age in their homes and creating a community-care approach that reflects a model age-inclusive city.
The Bureau of Social Service and Active Aging includes 12 program areas as well as special initiatives that support older adults ability to age in place and access the supports and resources they need to promote full and active aging. This includes Case Management, Home Care, Caregivers, Social Adult Day, the SAD Ombusmand, Elder Justice, Mental Health, Tenancy and Eviction Support, Older Adult Employment and our Foster Grandparent program in addition to special initiatives that combat ageism, support public safety and mental health.
Under supervision of the Associate Commissioner of the Bureau of Social Services & Active Aging, Office of Elder Justice & Mental Health but with latitude for independent action and judgment, The Project Manager will have a central position and broad scope to compel and drive movement around a number of program areas which includes responsibility for coordinating with key program leaders in a number of areas to insure projects and deliverables are on track and that policies, protocols and workflows drive targets and performance and that challenges and risks are effectively mitigated and addressed. These duties include analysis, development, implementation, coordination, and monitoring of Bureau processes, projects and programs. Will manage projects to modernize and enhance service delivery for NYC older adults who are primarily home bound. The Bureau oversees programs for frail home-bound older adults including case management to 21,000 older adults, of which 3000 receive home care services. The Senior Project Manager will:
- Oversee contract management plans and timelines for assessments, evaluations and improvement plans.
- Develop reports and perform analysis utilizing various data sets, such as data from the Department of the Aging (DFTA) clients tracking database projects to inform management on program/contract oversight, utilization, quality assurance, program development and policy issues leading to innovative solutions to intricate problems.
- Monitor and drive down any program wait lists including generating, analyzing and iterating on existing reports.
- Support program team to insure successful transition of new contracts and sites through data and project management approaches.
- Support direct service operations including expansion of eviction support programs, elder justice workflow and workforce project plans to keep deliverables and projects on track.
- Coordinate with external Programs, Finance and Contract teams to support movement and alignment.
- Project manage roll out of city-wide anti-ageism curriculum including liaising with school leadership to drive progress, collect, report and analyze metrics.
- Assist as needed with budgeting, project tracking, case load review and dissemination and generation of analysis and operational reports that support workflow and supervision.
- Maintain system to track Bureau projects to support the coordination and management of on-going projects such as program assessments and one-time projects of the Bureau.
- Communicate regularly with key staff members for projects to assure timeliness, create timetables and tickler system for pending projects' due dates.
- Make recommendation to the Bureau on project planning, procedures and efficient/effective use of resources toward meeting project targets and timelines.
- Collaborate with Program, Information Technology and Planning when developing new database features/modules including final technical/design elements, testing, roll-out and training of community providers. Act as a project manager/liaison between Bureau program staff, IT and Planning in all on-going database projects.
- Assist as needed with workflow and protocol development and iteration.
- Assist in oversight and implementation of elder abuse and older adult trainings for NYPD.
- RFP reading and other special assignments and projects as needed.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Excellent knowledge of project management. - Experience in social service and government including knowledge of social service programs a plus. - Excellent technical skills including strong familiarity and experience with Microsoft Excel and Project Management tools and systems. - Collaborative with excellent people skills and ability to work effectively across all levels of staff. - Strong knowledge and experience in data and operational analysis. - Demonstrated experience developing complex protocols and workflows and aligning input from multiple stakeholders. - Excellent organizational skills with ability to take initiative, problem solve, prioritize duties and work independently in a fast paced and team environments. - Excellent oral and written communication skills and capacity to work both independently and as part of a team. - Candidate should want to have an impact in improving services for home bound older adults in New York. - Master's degree or higher a plus.
