Information Technology Services (ITS) Office of Business Solutions /Quality Management is responsible for the enforcement of Software Development Lifecycle Quality Standards on all developed projects across DSS/HRA/DHS/ External Projects and Data Integration. Quality Management manages the testing methodology for the technology portfolio for all of the DSS/HRA/DHS/ External Projects/Data Integration Technology areas including Unisys Mainframe Systems, Open TI Services, Medicaid Recertification Tracking Systems, Welfare Management Systems, Mailing Systems, IBM Mainframe Systems, Payment Processing Systems, WLM Analysis, Data Warehousing Systems and ABAWD and Reasonable Accommodation Compliance Systems

Information Technology Services, Office of Business Solutions/Quality Management is recruiting for a Computer Specialist (Software) II, to function as a Senior Project Leader, who will:

- Design, implement, maintain and enhance highly complex mission critical enterprise computer systems such as Welfare Management System, Paperless Office System, Stream Line POS, AHRA, Lovely H, FHEPS etc.
- Perform complex computer related activities to ensure the integrity and efficiency of the developed systems/applications and delivery of these systems to user management in an efficient manner for the Agency to comply with the major aspects of Welfare Reform as well as other legislative actions.
- Ensure that software products and solutions are appropriately tested to meet functional (usability) and technical (performance) requirements. Create test cases, test scripts and defect reports.
- Execute test scripts and document progress and results. Collaborate with business analysts to understand business requirements.
- Collaborate with technical teams to understand application capabilities, environment set up and defect fixes.


Minimum Qualifications

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.


Preferred Skills

- Expertise in QA process well acquainted with all phases of SDLC and STLC and had experience in testing very complicated applications. - Experience with QA Methodology and QA Validations to ensure the Quality Assurance Control. - Hands-on experience in Agile Scrum and Waterfall Software Development Lifecycle. - Expertise in working with Selenium Web Driver using TestNG java framework. - Expertise in writing Java script in Eclipse IDE and expertise in inheritance, concatenation and all OOPS concept. - Hands-on experience on developing a framework using a design pattern - Page Object Model. - Experience in testing Middleware technologies Web Services (SOAP, REST) Testing using SOAPUI. - Good experience in validating XML and XML Schema, XML Parser. - Worked on cross browser IE, Firefox and Chrome Driver. - Hands-on experience in writing own CSS Selectors, Xpath expressions to identify web elements. - Techniques to automate Ajax calls, Child Windows and IFrames. - Hands-on experience Working with TestNG for Automation testing Reports. - Hands-on experience on Working with Jenkins for Automation continue integration, job scheduling and configuration. - Hands-on experience in automating mobile applications using APPIUM and Angler applications with - Protractor tool (Should be able to work independently with set up). - Extensive experience GitHub as version control tool. - Experience in setting up test environment for automated script execution using Java, and TestNG. - Knowledgeable of Agile Scrum and Waterfall Software Development Lifecycle. - Knowledgeable of Web Services, Message Queues and Data exchanges (SOAP, REST, XML). - Familiar with JIRA Issue tracking platform and Confluence documentation repository. - Familiar with .Net Framework 4.5, ASP.NET, MVC 5 and C#. - Familiar with Database integration and access (ORACLE, MS SQL Server). - Familiar with the full application development and deployment life cycles. - Excellent organizational skills and communication skills both written and verbal. - Ability to formulate and propose solutions utilizing existing and new technologies. - Ability to coordinate work efforts with Agency staff, consultants, business owners and vendors.
