THE AGENCY

THE DIVISION
Capital Planning and Support (CAPS) is a tight-knit, motivated, and cross-functional team that works closely with executive leadership and all divisions to implement the agency’s mission through a variety of projects. Our workstreams include:

- Neighborhood capital planning: responsible for integrating locally responsive capital planning for neighborhood improvements in partnership with agencies, planners, citywide leadership, and members of the public
- Citywide needs and facilities: responsible for collecting and reporting out on public needs related to capital, expense, and quality of life improvements across the city to inform the long-term planning and decision making required to meet those needs
- Process improvement: responsible for developing and implementing procedural, cultural, and technological changes and enhancements to DCP’s core services to advance the agency’s mission of planning for the city’s future.
- Data and analytics: responsible for strengthening policy decisions, guiding operations and engagement, and informing the public about capital planning and DCP services through analytics, product management, and context expertise


THE ROLE
Under the direction of division leadership, with wide latitude for independent judgement, CAPS is seeking Senior Program Manager for our citywide needs and facilities workstream. Responsibilities may include:

- Guide the agency’s city facilities application pipeline
- Provide oversight and support to applicant city agencies to facilitate the advancement of the application pipeline of city facility projects such as site selections, acquisitions, dispositions, and office space applications through ULURP and other charter mandated processes. This includes batched areawide acquisition related efforts that the Parks Department is currently undertaking.
- Provide oversight and support to the Department of Housing, Preservation and Development (HPD) to facilitate the advancement of the pipeline of UDAAP applications, as well as other HPD initiated projects that include other land use actions
- Coordinate with DCP Counsel to provide guidance on identifying the appropriate land use actions to advance city facilities and HPD-related projects
- Liaise with the Department of Citywide Administrative Services (DCAS) teams involved in land use matters
- Provide management oversight and support to all DCP staff involved in the review of city facilities and HPD applications
- Develop process improvement initiatives for the city facilities and HPD project pipeline
- Administer the agency’s Fair Share criteria
- Establish a department policy team to review reports and legislation concerning the Fair Share criteria and develop policy guidance for implementing potential reforms
- Modernize the publication "Fair Share Criteria: A Guide for City Agencies", consistent with any approved enhancements or policy updates, and provide updated data resources
- Update the Bed/Pop Ratios and develop and implement other Fair Share related process improvements, such as a Fair Share map tool for applicants
- Work with Counsel, the Mayor’s Office, and other city agencies to develop process transparency for Article 9 Fair Share letters
- Guide the annual Citywide Statement of Needs process
- In partnership with other experts within and external to CAPS, conduct the annual process to draft and deliver the Citywide Statement of needs, informing the public about the City’s facility siting needs in upcoming years
- Further enhance the document and processes to produce more accessible information and clarify planning purposes to facilitate a broader capital planning methodology
- Conduct the annual Community District Statements of Needs process
- In partnership with other experts within and external to CAPS, conduct the annual processes to guide community boards through the submission of their statements of needs and accompanying budget requests and guide agencies and OMB through the response processes
- Continue to improve on our history of platform and process improvements related to customer service to both community boards and agencies
- Conduct the bi-annual Ten-Year Capital Strategy process
- In partnership with OMB and experts within and external to CAPS, update and deliver the Ten-Year Capital Strategy every two years, detailing how billions of dollars of investment in infrastructure are expected to improve quality of life to communities across the city.
- Improve and maintain the website and preparation processes to better integrate this work into other capital planning and agency mission work
- Land Use Academy and Continuing Education Professional Development
- Work with the Professional Development team to develop and deliver training material on above topics for new staff
- And other related assignments

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
