DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.

The Department of Citywide Administrative Services’ Division of Energy Management (“DEM”) seeks to hire a Senior Program Manager to serve within our Operations Unit and support day-to-day delivery of the Accelerated Conservation and Efficiency (“ACE”) Program.

The Program Manager will report to the Senior Director of Agency Planning and Implementation and be responsible for overseeing the day-to-day administration of the ACE Program, as well as shaping program strategy and execution. Specifically, the Program Manager will be charged with the following:

- Shape program strategy: Work with the Senior Director of Agency Planning and Implementation, sector leads, and agency partners, to develop strategies to strengthen the impact and effectiveness of the ACE Program. Provide leadership and direction to staff in planning, conducting, and coordinating specific research investigations.

- Oversee program administration: Serves as the central touchpoint for all ACE Program administration. Manage the tracking of project awards, verification of project close-out, and coordinate incentives. Work closely with the DEM budget team for budget and invoice management. Helps prepare and oversee legal agreements with agencies and external parties and ensures term compliance.

- Create program documents: Creates and updates critical program documents, including Requests for Proposals and application and project delivery guides.

- Track project and program performance: Reviews regular agency progress reports, identify issues impacting project delivery, and propose solutions. Tracks and reports on project progress and program key performance indicators.

- Conducting fiscal review: Performs cost analysis to ensure the optimal use of City funds through the program to achieve targeted emissions reductions.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or

2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or

3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.


Preferred Skills

The ideal candidate will have the following skills and experience: - At least five years of work experience, with at least two years of experience managing a complex program, preferably in the realm of energy management or projects grants administration. - Strong experience conducting rigorous program evaluation, including complex research into program effectiveness and outcomes. - Experience independently investigating and addressing program issues. - Strong data analysis, synthesis, and management skills. - Experience working with City government or a utility, state, or local authority. - Familiarity with energy management efforts impacting buildings in New York City. - Experience with City contracting and procurement. - Highly organized and detail oriented. - Capability to handle multiple responsibilities simultaneously. - Strong written and verbal communication skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
