ABOUT THE OFFICE: The Office for the Prevention of Hate Crimes (OPHC) functions as part of the Mayor’s Office of Criminal Justice. Composed of a diverse, committed team of seven, OPHC convenes and coordinates 20 city agencies and DA offices on hate crimes prevention and response strategies and works closely with community-based organizations. OPHC takes a holistic, multi-pronged approach focusing on education, community relations and laws/law enforcement; makes recommendations on city programs and policies; and coordinates and implements programming to support the populations most vulnerable to hate violence.

The Senior Policy Manager is responsible for providing policy development, research, and project management support for a range of criminal justice initiatives and projects focused on the prevention of and responses to hate crimes. The Policy Manager will work on policy projects and support collaborative research and evaluation efforts for OPHC’s initiatives.

The ideal candidate will have experience in criminal justice or other areas of public policy, and familiarity with the challenges the criminal justice system presents to lower-income communities and disproportional impact on predominantly communities of color. They will also have work experience in project management or program implementation and in researching and writing briefs on policy issues. They must be able to work effectively with all stakeholders, including law enforcement, attorneys, social services agencies, community groups, advocacy organizations, and academics.

The Senior Policy Manager responsibilities include, but are not limited to:

Managing work related to the vision, planning, and processes necessary for robust assessments and implementation strategies, including managing components of program implementation, dissemination of research and policy briefings, documentation of outcomes;

Operationalize, monitor and track OPHC’s strategies towards the prevention of hate crimes, enhance decision-making and advance the office’s goals;

Provide internal research and operational support in the design and implementation of projects/initiatives;

Work with external partners to design and implement rigorous evaluations of innovative and scaled policies and programs;

Synthesize and interpret analytic findings for a broad audience, including the crafting of policy and practice recommendations from research;

Convene interagency stakeholders around strategies to improve incident and data reporting;

Develop and manage excellent relationships with different criminal justice partner agencies involved with hate crime prevention efforts;

Administrative support as needed, including contract management, preparation of meeting materials;

Managing staff members responsible for providing policy analysis, community engagement, and research support;

Ability to balance competing priorities, complex situations and tight deadlines;

Ability to think outside of the box to develop novel strategies for analyses;

Ability to work independently in a fast-paced environment and produce rapid-response analyses.

Minimum Qualifications

A BA in relevant field required, with master’s degree from an accredited university preferred, plus minimum three years (or 18 months with the New York City government) of full-time professional experience in criminal justice, or a related field;

Knowledge of the NYC criminal justice system and a demonstrated ability to learn about new areas of policy;

Familiarity with NYC neighborhoods and experience and commitment to community engagement;

Excellent organizational, time management, and multi-tasking skills, including the ability to take initiative, problem-solve, prioritize duties, balance competing priorities, work independently and with teams in a fast-paced environment, pay close attention to detail, meet deadlines, and work well under pressure;

Strong interpersonal and leadership skills, including the ability to effectively lead and facilitate meetings involving diverse groups of stakeholders;

Effective oral and written communication skills;

Proven ability to establish and maintain effective working relationships and capacity to work both independently and cooperatively to implement key strategies.

At least one year of experience as a supervisor preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
