The New York City Office of Efficiency is looking for a certified Black Belt, Master Black Belt or Lean Master, to lead process reengineering/continuous improvement initiatives to improve agency organization outcomes across NYC. Under the direction of the NYC Chief Efficiency Officer, with wide latitude for the exercise of independent judgement and actions, the selected candidate will be responsible for the identification and execution of major operation and strategic initiatives citywide. Additionally, this person will supervise Green Belts or candidates for Green Belt certification in the management of their project portfolios.
Primary responsibilities include, but are not limited to:
- Identification and framing of major operational initiatives across and within NYC agencies.
- Determine goals, develop and oversee the execution of project/work assignments, coordinate and negotiate with NYC agency and functional leadership to resolve process, planning and strategic inefficiencies/issues.
- Under executive direction, also with significant latitude to exercise independent judgement and actions, coordinate work of ad-hoc inter/intra-agency task forces and project teams, engage in planning of continuous improvement projects, making major improvements or modifications in ongoing agency strategy and process.
- Assemble and lead, co-lead or oversee project teams (as defined by role in project). Identify and assign areas of project responsibility, coordinate workload and supervise the preparation of indirect and direct reports, establish communication standards/vehicles, and direct the coordination of work activities across functional units, borough offices and/or among other agencies.
Essential Functions:
- Deploy Lean Six Sigma methodologies to solve process performance issues.
- Assist management in driving efficiency through improved processes and operational changes.
- Ensure quality, cost and efficiency requirements are met using a variety of process improvement tools and techniques.
- Work with agencies/functional units to identify quantifiable metrics and benchmarks.
- Partner with agency leadership teams to establish strategic plans and objectives for efficiency and cost savings driven projects.
- Influence internal and external sources/PARTNERSHIPS to implement strategies and achieve agency objectives.
- Establish solid relationships with business groups to develop an understanding of on-going needs and deliverables.
- Align operational goals, process improvement initiatives and agency /client requirements to achieve overall objectives.
Experience and Qualifications:
- Lean Six Sigma Master Black Belt or Black Belt certification by a recognized certifying body.
- Project management certified by a recognized certifying body (e.g., the Project Management Institute, PMI)
- Master’s degree from an accredited college and 10 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 8 years of which must have been in administrative, managerial, consultative capacity or supervising personnel performing activities related to the duties of the position.
- Bachelor’s degree from an accredited college and 12 years of satisfactory experience as described in “1” above, including the 8 years’ experience in administrative, managerial, consultative capacity or supervising personnel performing activities related to the duties of the position.
- Master's degree and 10 or more years of executive-level operational management in a leadership capacity. - Lean Six Sigma Belt certification at MBB or BB level. - Strong executive leadership. - Experience improving operations through process reengineering, project/team leadership and data/analytical expertise. - Excellent communication, collaboration, and critical thinking skills.
