Job Description
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order.
The Strategic Initiatives Bureau (SIB) is the NYPD's central body for research, analysis, and policy development. SIB's mission is to design and drive long term, enterprise-wide transformation by evaluating policies, programs, and resources, while striving toward maximum organizational efficiency and effectiveness. It serves as a primary advisor to the police commissioner regarding the department's short- and long-term strategic goals. SIB examines new technologies and explores innovative solutions to help the Department to fulfill its primary mission of keeping New York City safe.
SIB seeks a Senior Policy Advisor who will manage program design and development activities based on stakeholder requirements. The candidate will be responsible for the following tasks:
- Developing. new programs and policy.
- Drafting documentation related to program development such as designs, technical specifications, etc.
- Analyzing program implementation and suggesting corrective actions.
- Proposing effective solutions to meet program goals.
- Reviewing and recommending improvements to existing programs.
- Identifying and strategically addressing risks.
- Overseeing activities for the program design process and managing special projects.
- Addressing design-related questions and concerns from stakeholders in a timely manner.
- Working across teams in SIB in prioritizing, planning and executing several programs efficiently.

Executive Program Specialist - 06942
1. A baccalaureate degree from an accredited college or university and three years full- time satisfactory professional experience related to the projects and policies to be studied in the particular position, including eighteen months of experience in a managerial, consultative, administrative or supervisory capacity.
2. Education and/or experience which is equivalent to “1” above; however, all candidates must possess eighteen months of experience in a managerial, consultative, administrative or supervisory capacity as described above.
- Gathering qualitative data to assess the performance of related projects by conducting site visits, surveys and interviews with relevant stakeholders. - Supporting development and management of strategy for evaluation procedures and other lessons learned. - Working with stakeholders to ensure development of appropriate metrics and targets across a program's lifecycle. - Ability to engage with, listen to, and learn form a broad range of stakeholders, encouraging their meaningful participation. - Analyzing program performance data and fiscal data. - Excellent interpersonal and communication skills.
