1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

DIVISION/PROGRAM DESCRIPTION:

The Division of Mental Hygiene (DMHy) in the New York City Department of Health and Mental Hygiene (DOHMH) is overseen by the Executive Deputy Commissioner and is responsible for overseeing programs and services regarding mental health, substance use and developmental delays and disabilities. We connect approximately 1,000 community programs, advance policies that benefit people we serve, and work in collaboration with City and State partners to prevent or reduce the burden of these conditions and to promote recovery.

The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) engages and supports community action to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into six main offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, Translation and Analytics, and Neighborhood Response Unit. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), NYC Project Hope, Resilience and Emotional Support Team (REST), and the Mayor’s Subway Safety Plan.

The Office of Policy and Planning within the Bureau of Community Awareness, Action, Response and Engagement seeks a Planning Analyst to work closely with the Senior Director of the office in coordinating local services planning activities within the Division of Mental Hygiene (DMH). This will include: a) coordinating the development of the Local Services Plan (LSP) submitted annually to New York State agencies, b) managing the Division’s Community Services Board (CSB) core board and supporting 4-5 CSB subcommittees, and c) gathering stakeholder input for local services planning. The Planning Analyst will also lead a few short/medium term projects and workgroups throughout the year to advance annual goals set by the CSB.

JOB DESCRIPTION:

-Research and analyze relevant information and coordinate the development of the Division of Mental Hygiene’s annual and/or four-year Local Services Plan (LSP) as mandated by the NYS Mental Hygiene Law.
-Manage the DMHy Community Services Board (CSB) quarterly meetings, member appointments/re-appointments, and communications; and facilitate the process for filling vacancies (as needed) in coordination with Bureaus within the DMHy and the Mayor’s Office of Appointments.
-Collaborate and coordinate with other planning leads in the DMHy bureaus on agenda approvals and member appointments/ re-appointments for the CSB subcommittees.
-Lead short/medium term projects to advance annual goals/issue areas prioritized by the CSB.
-Facilitate and/or attend focus groups/public forums/ stakeholder meetings and/or develop simple surveys to obtain community input for local services planning.
-Conduct research on topics relevant to the behavioral health service system to be utilized for planning/policy work.
-Draft research briefs, memorandums, and reports for various audiences including DOHMH leadership, City/State partners, service providers and community members.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

-A Master’s degree in Public Health, Public Administration, Public Policy, Business Administration, or an equivalent graduate degree -1-3 years of experience in strategic planning, program planning or program coordination -Strong project management skills -Excellent verbal and written communication skills including strong meeting facilitation skills -Strong research, analytical & problem-solving ability -Experience or familiarity with New York’s behavioral healthcare, healthcare, Medicaid and/or social services systems -Ability to work in a very fast paced environment and meet tight deadlines -Be highly motivated, and a good team player. -Solid experience using Microsoft Word, Excel, and PowerPoint -Ability to adapt quickly to organizational changes/needs and work effectively with culturally diverse individuals. NOTE: This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
