NYCHA APUMD is seeking to hire a senior accountant to support its Invoice Processing Unit. The Unit services and responds to AP, NYCHA departments/developments in all five boroughs ensuring invoices and other necessary payments are prepared and reviewed for payments promptly and accurately. The Senior Payable Analyst role will be under general supervision of the Assistant Director, the duties and responsibilities will include, but not limited to the following.

Invoice Processing & Review:
- Accurately process and review contractor/vendor invoices for capital projects, ensuring proper documentation, approvals, and compliance with contracts.
- Verify invoice details against purchase orders, contracts, and Invoice Tracking Sheets.
- Ensure expenses are coded correctly to the appropriate capital project and funding source.
- Verify all listed items on Contracts Checklist Certification prior to releasing payments.

Financial Reconciliation & Reporting:
- Reconcile project expenditures with budgets and funding allocations for Final Statement of Account.
- Assist in preparing financial reports for capital projects, tracking spending, and identifying variances.
- Maintain detailed records for audits, compliance reviews and FOIL requests.

Compliance & Documentation:
- Ensure adherence to NYCHA policies, governmental regulations (e.g., HUD, NYC Comptroller), and grant requirements.
- Support internal and external audits by providing necessary documentation and explanations.

Vendor & Stakeholder Coordination:
- Communicate with vendors, contractors, and internal departments (e.g., A&CM, DMP, Project Management) to resolve invoice discrepancies.
- Address payment inquiries and follow up on outstanding approvals.

Process Improvement:
- Identify inefficiencies in the invoice processing workflow and recommend improvements.
- Assist in implementing accounting software enhancements or procedural updates.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
