The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The Information Technology Division within the NYC Department of Corrections is responsible for fulfilling all technology needs for the different divisions within the agency in support of its overall mission. As part of that effort, the application development group within IT is responsible for developing and maintaining the applications that support the agency’s business needs. The candidate will work with the team to deliver application systems, provide production support for existing web applications, create technical design documents, mentor other developers, contribute to the evolution of the system's architecture and technology, as well as the continual improvement of the development process.

Responsibilities will include but are not limited to:

- Design, develop, test, and maintain high-quality software to meet business and customer needs.
- Develop new modules/applications and maintain and enhance existing applications using Java
(Spring, SpringBoot, Hibernate) and JavaScript/TypeScript (JQuery, ReactJS, ReactNative )
- Experience with Mobile development (Android/iPhone ) using React Native and other framework technologies as per
industry standards.
- Adhere to architecture, design, implementation and security standards and best practices.
- Develop reusable software building blocks to enable faster delivery.
- Promote a collaborative team environment and work closely with colleagues to achieve business objectives.
- Investigate and propose solutions to development and design problems.
- Participate in scope of work estimation and forecasting.
- Participate in code reviews or use collaborative programming techniques to promote high quality business outcomes.
- Conduct analysis to determine integration needs, and design and plan integrations.
- Implement unit and integration tests and conduct functional and performance testing where appropriate.
- Improve performance of existing software by diagnosing and resolving critical issues.
- Prepare technical documentation, including software design evaluation plans, test results and technical manuals.
- Adhere to established development practices and processes.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

3. Education and/or experience which is equivalent to "1" or "2" above.


Preferred Skills

- Minimum 7+ years of Full Stack development experience in Java/J2EE and JavaScript/TypeScript Strong Object-Oriented skills and solid understanding and implementation of Design Patterns - Experience developing applications with the Spring/SpringBoot and Hibernate frameworks. - Experience with service-oriented application architectures, REST APIs including designing, building, and documenting REST APIs using OpenAPI 3.0 . - Experience with implementing and using GraphQL . - Experience implementing standard web application security protocols such as SAML2, OpenID Connect, and OAuth2 - Experience developing Single Page Applications (SPAs), Progressive Web Apps (PWAs) and Adaptive Design Web Apps using ReactJS. - Strong proficiency in JavaScript including DOM, the JavaScript Object Model, and other relevant concepts. - Thorough understanding of ReactJS/React Native and its core principles. - Expertise on building encapsulated and reusable components. - Experience with ReactJS workflows like Redux, Flux, Create React App. - Demonstrated expertise building modern UIs and applications using React and its available libraries. - Experience in database design and development using DB2, Microsoft SQL Server, Oracle, and any other RDBMS. - Strong knowledge of SQL/T-SQL/PL-SQL, Query Optimization, and Data management skills - Knowledge of modern version control systems (GitHub, preferably) and automated build workflows/pipelines for web applications. - Expertise building cross-platform native mobile apps. - Experience with message-driven architectures such as pub-sub - Experience with Test Driven Development using Junit & Jest - Exposure to Distributed Caching technologies like Redis - Exposure to Containerization preferably Docker & Kubernetes - Thrive in a fast-paced environment founded on strong analytical and communication skills.
