Job Description

APPLICANTS MUST BE PERMANENT IN THE FRAUD INVESTIGATOR CIVIL SERVICE TITLE

The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory, and contractual standards.

Within DSS Accountability Office (DSS-AO), is the Office of Revenue that houses DSS Accountability Office (DSS-AO) (C&C). Claims and Collections (C&C) collects cash assistance overpayments from former cash assistance recipients and manages the repayment collection of One-Shots. It is also responsible for evaluating and assessing the resources of Medicaid Nursing Home residents through computer bank matches, assessing the income and resources available to the community spouse refusing to support his or her institutionalized spouse and pursues payment when the refusing spouse has excess income or resources, verifying income of Medicaid recipients and collects payments from recipients when Medicaid was incorrectly paid, and monitoring personal incidental account balances and collects monies when the balances exceed the allowable levels.

Claims and Collections (C&C) is recruiting (1) one Fraud Investigator II to function as a Senior Investigator, who will:

- Send letters to Clients to require a response from the recipients.

- Document and update case information. Write comprehensive case notes, add a Case Disposition and update any monetary value received.

- Negotiate repayment agreement on specific payback amounts with clients. Obtain legally endorsed forms detailing terms of agreement including repayment amount and payback schedule securing restitution of funds for overpayments/money owed to the Agency.

- Refer cases to law department. Appear in court and testify. Answer inquiries from court officials. Retrieve documents, recount and attest to case information pertinent to your investigation.

- Make and receive phone calls to/from clients regarding letters received and payment arrangements.

- Utilize various databases EDW, WMS, DARB, MONY, LexisNexis and HRA One-Viewer to determine how to proceed with a case.

- Interview clients to discuss their cases. Obtain additional information or make payment arrangements.

Salary Range ($59,350.00 - $68,263.00)

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent and three years of satisfactory, full-time experience, acquired within the United States in one or a combination of the following:
a . performing investigations involving criminal and/or fraudulent activities; or
b. evaluating credit histories; or
c. searching for assets; and/or
d. researching, compiling and/or locating evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature involving public or private funds; or
2. An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 12 semester credits from an accredited college or university in criminal justice, forensic auditing, forensic science, police science, criminology, criminal justice administration and planning, and/or law or a related field and one year of satisfactory, full-time experience as an investigator as described in “1” above; or
3. A baccalaureate degree from an accredited college or university; or
4. Education and/or experience equivalent to “1”, “2” or “3” above. Undergraduate college credit can be substituted for experience on the basis of 10 semester credits from an accredited college or university, for three months of full-time experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent.

Clerical experience in an organization which investigates criminal or fraudulent activities is not acceptable.


Preferred Skills

- Working knowledge of HRA / AO systems, such as WMS, HRA Viewer, LexisNexis, and MMS systems. - Excellent verbal, written, interpretive, and interpersonal communication skills - Strong analytical and decision-making abilities.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
