The Analytics, Performance and Management unit within the Executive Division of the New York City Department of Transportation seeks a Senior Initiatives Manager to facilitate executive level programs, projects, and initiatives spanning a multitude of DOT operations and administrative functions. In addition to internal program facilitation and management, the Senior Initiatives Manager will be responsible for interagency and intergovernmental communication and collaboration.
The Senior Initiatives Manager will be primarily responsible for the following three programs and projects:
1) Operational System Enhancement Program (OSEP) : Focused on streamlining operational workflows for public service requests via NYC311 and the agency’s internal CRM, resulting in
infrastructure maintenance or installation.
2) Advanced Transportation Technology and Innovation (ATTAIN) Grant: Awarded by the U.S. DOT in October 2024 to fund the development of machine leaning algorithms for automating asphalt
condition and pavement marking assessments.
3) Mayor’s Management Report: The City’s bi-annual performance report card, ensuring agency accountable for reaching operational targets throughout the fiscal year. This report requires
coordination with internal partners and City Hall.
In addition to the three programs, the Senior Initiatives Manager will play a key role in the unit’s mid-level management structure, advising on communication, meeting facilitation, inter-departmental collaboration and assisting with high-level executive needs including ad-hoc analyses, and coordination with other City agencies and special projects.
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.
Preferred Qualifications: Master’s degree in public administration, public policy, government affairs, or communications Solid foundational knowledge in data collection, organization, analysis, and communication including the ability to visualize/package data stories appropriately for an audience Ability to collaborate effectively with diverse teams and external partners including key stakeholders at City Hall Three to five years of program and grant management experience Strong written and verbal communication skills and interpersonal abilities ***In order to be considered for this position candidate must be serving permanently in the title of Administrative Community Relations Specialist, NM , or reachable on the civil service list, or eligible under the 55a program***
