Job Description

**Note: This position is open only to City of New York employees serving in the permanent civil service title of Staff Analyst.**

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. The Fire Department, City of New York (FDNY), comprised of approximately 17,000 employees in uniformed, emergency medical services and civilian titles is seeking a full-time permanent Staff Analyst L2 to serve as the HR Benefits and Leave Unit Senior Specialist in the Bureau of Human Resources. This position reports directly to the Senior Director of HR Benefits and Leave Unit. The Senior Specialist of Benefits and Leave will have responsibilities that include, but are not limited to, the following: Approve leave requests, including FMLA, Paid Family Leave (PFL), Paid Parental Leave (PPL), Personal Leave, Child Care Leave, and Military Leave; Assist with managing retirement calculations, resignations, Medical Leave SLOAC, advanced time, and grants; Ensure compliance with the Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Workers' Compensation, and other relevant rules and regulations; Monitor and process Section 71/73 terminations; Act as a liaison to internal departments including Payroll/Timekeeping, Legal/General Counsel, Bureau of Investigations & Trials (BITS), Bureau of Health Services (BHS), Labor Relations, and Absence Control, regarding various leave and employee/member transactions and requests; Collaborate closely with the Senior Director and the Department of Administrative Services (DCAS) on leave and benefits updates and departmental guidance; Review, research, and interpret benefits and leave policies, rules, laws, and regulations, providing guidance to HR units, and employees; Ensure adherence to all rules and regulations within the Benefits Unit, Provide metrics and reports on requests and actions; Assist with pension membership, pension buyback requests, and leave balance transfers and payments; handling responsibilities in a timely manner; Perform other related human resources functions as required.


Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
