The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Office of Employee Services (OES) is responsible for the agency's human capital administration and workforce management. The division's operations include recruitment, personnel and title classification management; civil service, time and leave, payroll and benefits administration; labor relations; learning and professional development; performance management; employee recognition and agency-wide events and programs.

An excellent opportunity is available for an experienced, highly organized, self-motivated and innovative individual to serve as a Senior Human Resources Analyst in the Office of Employee Services, Human Resources Management Unit. The selected candidate will assist with planning, organizing, and supervising human resources-related work activities, including but not limited to personnel transactions, on-boarding, civil service list processing, background investigations, and HR related programs and projects.

Responsibilities will include, but are not limited to the following:

- Process personnel actions in accordance with Citywide and agency guidelines utilizing applicable computer systems.
- Perform complex research and data analysis related to human resources.
- Participate in the development, planning, implementation and monitoring of new programs and initiatives for the Human Resources Management Unit.
- Ensure best practices are implemented and the unit’s compliance with DOF's and oversight agencies' policies/procedures.
- Provide guidance to division managers, supervisors, and employees regarding human resources policies, practices, procedures, programs, and other human resources related issues.
- Prepare and generate complex reports.
- Work closely with the Department of Citywide Administrative Services, Department of Investigation and DOF's division staff.
- May supervise staff in absence of supervisor and coordinate daily work activities. Organize, prioritize, and assign work.
- Monitor status of work in progress and review completed work.
- Work on special projects.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.


Preferred Skills

- At least 3 years progressive responsibility in human resources management operations. - Extensive knowledge of City personnel rules, regulations, policies and civil service rules. - Broad range of subject matter level experience with various HR functions. - Extensive knowledge of NYCAPS, CHRMS, PRISE, PMS, and ability to run reports using NYCAPS and CHRMS. - Excellent organizational, critical thinking and time management skills. - Excellent written and verbal communication skills. - Strong proficiency in Microsoft Office Suite (Excel, Word and PowerPoint).

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
